GENERAL DESCRIPTION:

 

The purpose of this job is to perform responsible technical work in the appraising of residential/agricultural properties and improvements for assessment purposes. This position works under the regular supervision of the unit supervisor, independently developing work methods and sequences. 
 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Makes field inspections of real property and inspects exterior of improvements and describes the property.
  • Takes measurements of buildings, collects data relative to number of rooms, types of construction, age and other conditions affecting values, makes calculations and applies such data to appraisals of specific buildings.
  • Collects data relative to land calculations and applies such data in appraising parcels of land.
  • Interviews persons familiar with property, searches public record of sales, leases, assessments and other transactions to determine proper value.
  • Determines base land rates for property classification from qualifying sales and adjusts for location and size.
  • Consults deeds, tax and other maps, zoning ordinance and other documentation and resources to resolve discrepancies.
  • Keeps abreast of local property trends and of modern appraisal methods and techniques.
  • Assists tax staff and citizens.
  • Performs related duties as assigned
  • Performs field inspections of all real property, measuring the exterior, observing the interior, observing depreciation, and establishing grade.
  • Collects conditional data relative to land calculations and applies such data in the appraisal of land parcels.
  • Must be able to defend value before the Board of Equalization and Review and the North Carolina Property Tax Commission.
  • Must perform CAMA data entry as it relates to appraisal field work.General knowledge of the principles and practices of real estate appraising for assessment purposes; general knowledge of building construction; working knowledge of the State laws relating to real property assessing; ability to read and understand building construction plans and specifications; ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values; ability to write clear and concise reports; ability to deal effectively with the public and other employees.

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • General knowledge of the principles and practices of real estate appraising for assessment purposes;
  • General knowledge of building construction;
  • Working knowledge of the State laws relating to real property assessing;
  • Ability to read and understand building construction plans and specifications;
  • Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values;
  • Ability to write clear and concise reports;
  • Ability to deal effectively with the public and other employees.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Any combination of education and experience equivalent to an associate’s degree and one year of experience in real property appraisal.

 

 

PHYSICAL DEMANDS:

 

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

SPECIAL CERTIFICATIONS AND LICENSES:

 

  • Must possess and maintain a valid state Driver’s License and an acceptable driving record.
  • Requires certification as a Real Property Appraiser from the North Carolina Department of Revenue within two (2) years of employment.
  • Requires certification as a Personal Property Appraiser from the North Carolina Department of Revenue within two (2) years of employment.
  • Requires certification as a Real Property Appraiser with the North Carolina Association of Assessing Officers within three (3) years of employment.
