General Description

The purpose of this job is assists in the hiring and training process to develop motivate and retain employees and assist in the development and interpretation of department policies and provide technical assistance to staff, community agencies and other service providers.


This position works under close to general supervision according to set procedures but determines how or when to complete tasks.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.


  • Assists hiring managers prepare interview packets, employee selections, verifying references, and on-boarding
  • Conducts training for new hires and promoted employees to learn policies, procedures, strategic plan, MFR initiatives and culture.
  • Researches, analyzes and interprets Federal, State and County policy and procedures to ensure they are being followed.
  • Creates training plans that align, inform, and inspire employees in support of strategic goals, and MFR initiatives.
  • Communicates clearly and concisely both oral and written for staff programs.
  • Develops New Hire Training Manuals and/or refresher training packets and schedule training rooms.
  • Prepares progress reports for trainees and mentoring for new hire trainees.  Meet with trainee and supervisor to provide update on trainee's progress.
  • Conducts training to enhance technical, professional, administrative, and management skills.
  • Assists with quality assurance initiatives to include program structure, forms, guidelines.
  • Conducts quality assurance record review.
  • Answers program eligibility questions.
  • Enters data into the computer system to produce accurate reports for division reports.
  • Performs related work as assigned.


Minimum Education and Experience Requirements:

Requires a Bachelor’s Degree in Business Administration, Human Resource Management, Public Administration, Social Services, Human Services or related field, supplemented by two (2) years of experience in a human service program, counseling, training, staff development or closely related work; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

Physical Demands:

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
