GENERAL DESCRIPTION:
Oversee a team of Quality Assurance Analysts and Trainers that support a variety of Child & Family Services programs and an Internship Coordinator. Supervisor must be knowledgeable of policies and procedures of a wide range of Child & Family Services social services programs to provide direction to subordinates. Oversight of the unit requires provision of substantial and recurring technical direction to workers, particularly in the development and maintenance of record review tools. Candidate must be familiar with the reports contained in Data Warehouse as well as how to interpret and use data from various sources.
Candidate will coordinate the work assignments of personnel to ensure that program services are adequately reviewed for program performance and training needs of the programs are met. Determine the best approach to assist programs to meet state and federal guidelines. Meet formally monthly with each QAT Social Worker to review work plan activities and give direction and guidance. Ensure adequate coverage of the unit. Coach, train and develop staff. Conduct performance appraisals and convene monthly unit meetings.
Create metrics in QC tools that align with Federal, State and local regulations and policies. Review results of case record reviews and ensure that record review results are reported to program management. Review rebuttals related to QC review of records and facilitate resolution. Prepare reports at the direction of the OAT Program Manager, Customer Accountability and Program Development Assistant Director, Deputy Director or Agency Director. Assist OAT team in creating training materials, tracking tools and other processes to address identified needs in programs.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
The incumbant will supervise Quality Assurance staff that supports Child and Family Services. Responsible for organizing, planning and reviewing data for monthly record review monitoring for all Aging and Adult Services, Child Support and Child and Family programs.
EXAMPLES OF WORK:
- Coordinates the work assignments of personnel to ensure that program services are adequately reviewed for program performance and that training needs of program workers are met.
- Reviews all applications for employment, designs interview questionnaires, organizes and participates on the interview panel for all subordinate positions and makes recommendations to the OAT Program Manager on hiring decisions for the unit.
- Maintains responsibility for evaluating staff performance and making recommendations to a higher level supervisor on merit raises, appraisals, reassignments, salary adjustments or dismissals.
- Informs the OAT Program Manager of personnel concerns and develops and implements coaching or disciplinary actions to improve worker performance.
- Facilitates monthly unit meetings to provide unit members with current information on policy or practice changes for the agency.
- Meets monthly with each OAT worker to review work plan activities and give direction and guidance.
- Assists OAT team in creating quality assurance record review and tracking tools and other processes to address identified needs in programs and recommends systems changes as needed.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of methods and principles of casework supervision and training.
- Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems.
- Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources.
- Considerable knowledge of the laws, regulations and policies which govern social work programs.
- Ability to supervise, train, or orient lower-level social workers, students, interns, or other staff.
- Ability to express ideas clearly and concisely and to plan and execute work effectively.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Master's degree in social work from an appropriately accredited institution and two years of directly related experience; or a bachelor's degree in social work from an appropriately accredited institution and three years of directly related experience; or a master's degree in a human services field from an appropriately accredited institution and three years of directly related experience; or a bachelor's degree in a human services field from an appropriately accredited institution and four years of directly related experience; or a bachelor's degree from an appropriately accredited institution and five years of directly related experience; or an equivalent combination of education and experience
PREFERRED REQUIREMENTS:
Prefer that candidate has already successfully completed Child Welfare Pre-Service training and is knowledgeable in creating and maintaining Excel spreadsheets.
