Job Summary:
The Program Manager, Quality Assurance and Training (QAT), is responsible for overseeing and managing the QAT staff while ensuring effective program delivery and performance improvement in Aging and Adult Services and Child and Family Services program. This role will involve active participation in management team initiatives, policy development, and maintaining the agency's operational guidelines. The Program Manager will work closely with internal and external teams to assess, review, and improve organizational performance and provide guidance to employees on professional development.
Key Responsibilities:
- Provide program management and oversight of Quality Assurance and Training (QAT) staff, ensuring alignment with agency goals and objectives.
- Actively participate as a member of the management team in recommending, revising, and developing policies and procedures for the agency.
- Ensure policies and procedures are communicated and distributed effectively to all agency personnel.
- Review results of internal and external monitoring and record reviews, and provide recommendations for corrective action to improve performance.
- Conduct strength-based individual supervision meetings every month and convene QAT direct report team meetings.
- Regularly review Monthly Activities Reports from direct reports and take action to address areas of concern, facilitate progress, and enable work to move forward.
- Consult and coordinate with QAT supervisors and agency management to ensure that the QAT unit has sufficient skilled staff for special assignments and routine tasks.
- Develop long- and short-term program objectives that are measurable and contribute to the overall productivity of the program, section, division, and agency.
- Assess organizational issues and consult with agency leadership to develop and recommend solutions to support the agency’s direction.
- Make sound decisions to meet goals by consulting with stakeholders and incorporating their feedback into actionable strategies.
- Provide coaching, feedback, and professional development opportunities for employees, including approving training requests and recommending assignments to help expand their knowledge and skills.

- Strong leadership and management skills with experience overseeing staff and programs.
- Excellent communication skills with the ability to collaborate across teams and with senior leadership.
- Ability to assess and address organizational challenges, and make data-driven recommendations.
- Proven track record in policy development, program implementation, and performance improvement.
- Experience in coaching and developing staff to achieve their professional growth and contribute to the agency’s objectives.
- Considerable knowledge of methods and principles of casework supervision and training.
- Considerable knowledge of social work principles, techniques and practices and their application to specific casework and community problems.
- Considerable knowledge of behavioral and socioeconomic problems and their treatment and governmental and private organizations and community resources.
- Considerable knowledge of the laws, regulations and policies which govern social work programs specifically in Child Welfare and Aging and Adult Services.
- Skill in supervising, training, or orienting lower-level social workers, students, interns, or other staff.
- Ability to express ideas clearly and concisely and to plan and execute work effectively.
Minimum Training and Experience Requirements
Master's degree from an accredited school of social work and three years of social work or counseling experience, two of which was in a supervisory capacity; or a bachelor's degree from an accredited school of social work and four years of social work or counseling experience, two of which were in a supervisory capacity; or a master's degree in a counseling field and four years of social work or counseling experience, two of which were in a supervisory capacity; or a four-year degree in a human services field or related curriculum including at least 15 semester hours in courses related to social work or counseling and five years of social work or counseling experience, two of which were in a supervisory capacity; or graduation from a four-year college or university and six years of experience in rehabilitation counseling, pastoral counseling, or a related human services field providing experience in techniques of casework, group work, or community organization, two of which were in a supervisory capacity; or an equivalent combination of training and experience
