GENERAL DESCRIPTION

 

The purpose of this job is to performs difficult professional and responsible administrative work in supervising the administrative, clerical and/or financial activities of a major County Department.

This job is performed under general supervision, independently developing work methods and

sequences.

 

DUTIES AND RESPONSIBILITIES

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Serves as Assistant Finance Officer in the absence of Finance Officer, which consists of making departmental decisions and representing the department at various meetings.
  • Reviews and administers grants funds. Create and maintain database for each grant, prepare drawdowns, progress reports and other required paperwork.
  • Assists in preparation and managing of the departmental budget.
  • Prepares agenda for monthly meetings, minutes and meeting notices.
  • Demonstrates, models and actively engages in the alignment and execution of the County's Strategic Plan Initiatives to ensure the objectives of the core goals are achieved to benefit Durham County employees, citizens, environment.
  • Performs internal audits (scheduled and unscheduled) of cash accounts.
  • Weekly review of the status of contracts and annual review of miscellaneous contracted services budget.
  • Assists the Sheriff and other professional staff in budgets and management activities, confers with other County departments and State agencies on administrative service problems.
  • Supervises the reconciliation and compliance process of contracts between the Office of the Sheriff and the service providing vendors.
  • Monitors, evaluates and implements measures to maintain fiscal accountability of the Office.
  • Assists Finance Officer in the preparation of the preliminary budget for the Office of the Sheriff.
  • Ability to establish and track information by computer. Knowledge of SAP, grant accounting and proficiency in Microsoft Office products.
  • Identify, define and develop funding sources to support existing and planned program activities as well as coordinate the development, writing and submission of grant proposals to third parties.
  • Performs related tasks as required.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Requires Bachelor’s Degree in Business Administration, Public Administration or related field supplemented by two (3) years of progressively responsible administrative support experience in personnel or budget management; or equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.

 

PHYSICAL DEMANDS

 

Performs light work that involves walking or standing most of the time and involves exerting up to 20 pounds of force on a regular and recurring basis, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy.
