GENERAL DESCRIPTION: 

 

The Strategy and Data Analytics Manager is a leadership role within the Organizational Effectiveness Department, responsible for advancing Durham County’s strategic planning functions and expanding the use of data-driven decision-making across the enterprise. This position leads department-level strategic planning, oversees special data projects, strengthens data literacy, and supports county-wide strategic initiatives. The Manager serves as the lead within the Strategy and Data Analytics Division, ensuring that organizational strategy and the use of data and analytics align with County leadership priorities and long-term goals.

Work is performed under general supervision and reports to the Director of Organizational Effectiveness.

 

 

DUTIES AND RESPONSIBILITIES:

 

The essential functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

    • Lead department-level strategic planning processes, including development of departmental business plans and annual work plans, and supporting the alignment of established plans with departmental performance management frameworks.
    • Support the expansion of data-driven decision making across the County through the development and implementation the County’s analytic agenda and the design and delivery of data literacy training for County departments.
    • Oversee special data projects to support leadership priorities, grants management, and performance evaluation.
    • Support data collection development and ensure consistency and integrity of performance metrics at the department and enterprise level.
    • Develop and manage project plans for strategic initiatives and priority projects where no departmental ownership exists.
    • Collaborate with senior leadership to support the next cycle of the County-wide Strategic Plan.
    • Serve as a thought partner to County leadership in advancing a culture of performance management, evidence-based decision-making, and organizational effectiveness.
    • Provide support and leadership for Durham County’s Data Community of Practice (COP) and other COPs related to the work of Organizational Effectiveness.
    • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
    • Performs related work as assigned.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

    • Extensive knowledge oof principles and practices of strategic planning, performance measurement, and project management.
    • Through knowledge of data collection, management, and analytics methodologies, including visualization tools and performance dashboards.
    • Comprehensive knowledge of public administration, organizational effectiveness, and change management principles.
    • Considerable knowledge of local government operations, budgeting processes, and policy frameworks.
    • Ability to think strategically and translate complex data into decision-ready insights.
    • Ability to work collaboratively with leadership, managers, and employees at all levels of the organization.
    • Proficient in leading projects with limited oversight and delivering outcomes aligned with strategic goals.
    • Capable of developing clear reports, presentations, and communications for varied audiences, including elected officials and senior executives.
    • Competent in adapting to evolving organizational needs and managing competing priorities effectively.
    • Expertise in designing and facilitating strategic planning processes.
    • Skilled in conducting data analysis, translating insights into actionable recommendations, and communicating findings clearly.
    • Skilled in leading cross-functional projects and managing multiple priorities.
    • Proficient in building and sustaining effective working relationships across departments and with external partners.
    • Expertise in using analytical tools such as Excel, Power BI, Tableau, or similar platforms.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

    • Bachelor’s degree in Public Administration, Business Administration, Data Analytics, Political Science, or a related field required.
    • Five (5) years of progressively responsible experience in strategic planning, performance management, organizational effectiveness, or data analytics required.
    • Supervisory experience or management experience preferred.

 

 

PREFERRED QUALIFICATIONS:

 

    • Project management experience preferred, especially in a public sector or government setting.
    • Experience with data visualization, performance dashboards, and data-driven decision-making is highly desirable.

 

 

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

 

    • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

 

 

STANDARD CLAUSES:

 

May be required to work nights, weekends, holidays and emergencies (man-made or natural) to meet the business needs of Durham County.
