GENERAL DESCRIPTION:
The purpose of this position is to coordinate, organize, and facilitate training for Durham County staff from professional trainers and collaborate with internal stakeholders and groups. This class works under general supervision, independently developing work methods and sequences.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Research, analyzes and interprets Federal, State and County policy and procedures to ensure they are being followed.
- Creates training plans that align, inform, and inspire employees in support of strategic goals, and MFR initiatives.
- Communicates clearly and concisely both oral and written for staff programs.
- Assists with quality assurance initiatives to include program structure, forms, and guidelines.
- Designs and implements a variety of developmental initiatives, action plans, programs, and training materials.
- Trains and supervises new employees through the New Hire process. Provides refresher training for existing staff based on agency needs.
- Provides policy as well as system support for new and existing staff.
- Facilitates agency wide compliance and soft skills training (HIPAA, Civil Rights, Security Awareness, etc.)
- Perform related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Considerable knowledge of principles and techniques of training;
- Considerable knowledge of capabilities and uses of audiovisual aids and other training tools and resources;
- Considerable knowledge and experience in Excel, Word, PowerPoint, and OneDrive;
- Ability to organize and coordinate training activities, to evaluate student learning, and to maintain accurate records;
- Ability to communicate effectively, both orally and in written form;
- Ability to work effectively with others and use sound judgment in applying policies, procedures, and training principles.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Graduation from a four-year college or university and two years of experience in a human service program, counseling, training, in the subject or specialty area, or in an administrative support role in a staff development and training office; or graduation from high school and five years of progressively responsible experience directly related to training in the subject or specialty area; or an equivalent combination of education and experience.

Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.
Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
