DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Work involves providing counseling, case management, support, and preventive services for families with children; homeless families and making appropriate referrals to individuals and agencies; processing and maintaining a variety of forms and records and arranging for the provision of services in accordance with existing laws, rules, and regulations.
  • Making decisions regarding client needs and requests based on the framework of rules, regulations, policies, and procedures. 
  • Makes evaluation of needs for services to families with children based on knowledge of all social service programs. 
  • Interviews clients and/or collateral contacts to gather information, work history and other income information to determine the need and eligibility for childcare and verifies information.
  • Assist clients in retaining childcare services by updating information in client file and state eligibility systems. 
  • Follow policies and procedures related to childcare subsidy programs.
  • Uses information technology to determine eligibility, to record notes and to manage records.
  • Conducts client assessment to identify barriers to employment, including work habits, lack of job search skills, lack of work skills and lack of supporting services, such as transportation or childcare.
  • Uses computer applications or other automated systems such as spreadsheets, word processing, calendar, e-mail, and database software in performing work assignments.
  • Ability to organize and consolidate information, maintain records, prepare reports, and complete assignments accurately and timely.
  • Liason for Child Welfare as wwell as childcare providers.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Thorough knowledge of interviewing procedures and practices. 
  • Knowledge of current social, economic and health trends in services, and the ability to adapt trends to practical program applications and link clients with needed services.
  • Knowledge of basic social work principles, techniques, and practices and their application to specific casework, group work, and community problems.
  • Knowledge of governmental and private organizations and resources in the community. 
  • Ability to acquire knowledge of other laws, codes, and programs relative to the provision of human services.
  • Ability to communicate effectively both orally and in writing.
  • Ability to relate well with others under stressful conditions.
  • Ability to read and understand moderately complex written information.
  • Ability to gather, compile and evaluate information and records, prepare reports, and make recommendations based on analysis of data collected.
  • Ability to establish and maintain effective working relationships.
  • Ability to demonstrate sound judgment; integrity; resourcefulness; accuracy; thoroughness with the demands of the position.
  • Ability to establish and maintain effective working relationships with administrative supervisors, with members of case load and their families, and with care providers and various community organizations.
  • Work closely with Child Welfare populations and childcare provider community.
  • Ability to express ideas clearly and concisely. Ability to plan and execute work.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Bachelor's degree in a human services field from an appropriately accredited institution; Bachelor's degree from an appropriately accredited institution and three years of directly related experience; or an equivalent combination of education and experience.

Successful completion of NC FAST Certification within 90 days of employment. 

 

DRIVING REQUIREMENTS:

 

Candidate must have valid drivers license and acceptable driving record.

 

PREFERRED REQUIREMENTS:


Knowledge of childcare resources and regulations preferred.
