RESPONSIBILITIES:

 

The purpose of this job is to perform responsible technical work involving the listing and recording of taxed properties or with the receipt of taxes and fees, preparing and/or maintaining fiscal or related records, and providing customer service. This position works under general supervision, independently developing work methods and sequences.

 

 DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Receives recorded conveyances and sales instruments from Durham County Register of Deeds and/or Clerk of Court's Office. Interprets and analyzes Deeds, Wills, Titles, Chain of Title, Recording, and Estates.
  • Create new ownership records using CAMA. Analyzes data. Create new parcels as per Land Records Subdivision Maintenance Form. Create parcel identification numbers for new subdivisions parcels using Fast Track Split option. Create new ownership records using CAMA. Analyzes data.
  • Provides assistance to internal and external customers with listing real, personal, and business properties for the purposes of taxes, assessments and fees.
  • Receives and answers inquiries, complaints, and service requests; researches possible refunds; performs on-line reversal of payments.
  • Compiles data and completes various reports; researches inaccuracies.
  • Reads and interprets deeds, wills, estates, and court orders to determine real property ownership.
  • Transfers real property ownership by deed, will, estate, or court order.
  • Determines qualification and processes tax relief applications.
  • Receives and processes building permits on new construction, remodeling, and alteration.
  • Researches, checks, and confirms physical locations and legal descriptions of property.
  • Prepares and processes bankruptcy claims, protects the debtor from collection actions performed by the Tax Office once a bankruptcy case is filed.
  • Responds to all notifications such as restraining orders, orders of automatic stay and removal of blocks.
  • Performs related work as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Knowledge of state law and departmental policies, rules and procedures for collecting taxes, other revenues, listing, and assessing
  • Knowledge of the accounting and record keeping systems of the office
  • Knowledge of modern office machinery required by the particular position
  • Knowledge of North Carolina General Statutes pertaining to real property ownership and taxation
  • Knowledge of North Carolina General Statues pertaining to tax relief programs
  • Ability to analyze and record information and to balance figures
  • Ability to handle large sums of money and account for them accurately
  • Ability to keep accurate records and prepare reports
  • Ability to detect errors; be resourceful in locating problems and making corrections
  • Ability to communicate with others tactfully and courteously over the telephone and in person
  • Ability to interpret deeds, wills and other legal documents
  • Ability to read a map, or plat recorded

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Requires High School graduation or GED equivalent supplemented by two (2) years responsible experience in accounting, bookkeeping, paralegal, or office/clerical; or an equivalent combination of education, training, and experience that provides the required knowledge, skills and abilities.

 

 

SPECIAL CERTIFICATIONS AND LICENSES:

 

  • Must possess Assistant Tax Collector certification within two (2) years of employment, if position is in Collections.
  • Must possess Real Property Appraiser Certification by the North Carolina Department of Revenue within two (2) years of employment, if position is in Land Records or Real Property.
