GENERAL DESCRIPTION:

 

The purpose of this position is to manage and supervise the daily program operations of the Youth Home. Maintain the safety and security of residents and staff. Ensure supervisors and youth counselors follow established policies and procedures. This class works independently, under limited supervision, reporting major activities through periodic meetings.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.  
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Plans, manages, and supervises the daily activities of the Youth Home for juveniles in temporary secure custody.
  • Trains staff in group and individual counseling techniques.
  • Ensures policies are followed regarding health and safety of residents.  
  • Monitors routine security checks; ensures enforcement of security measures for visitors.
  • Develops, supervises, and evaluates treatment plans for residents.
  • Prepares program reports and plans to assist the Director with daily operations.
  • Maintains an atmosphere of control that minimizes conflict.
  • Ensures adherence to policies and procedures.
  • Assists with budget management for kitchen inventory and CNP grant/food/supplies and facility and residents’ supplies.
  • Assists with annual departmental budget development and presentation, planning and the development of policies and procedures.
  • Assess juvenile needs, developing behavior/treatment plans and group counseling.
  • Performs related work as assigned.

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Thorough knowledge and understanding of human growth and development, adolescent problems, and delinquency.
  • Thorough knowledge of the security, rules, regulations, and procedures of juvenile detention.
  • General knowledge of the behavior problems of juveniles.
  • Ability to supervise the care of juveniles who are ill or who react violently to detention.  
  • Ability to counsel juveniles in a transient environment.
  • Ability to prepare records and reports.
  • Ability to deal tactfully yet firmly with juveniles, their parents, and the public.
  • Ability to organize and supervise the work of subordinate employees, and possession of physical strength sufficient to restrain unruly juveniles.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • Bachelor’s Degree in Criminal Justice, Social Work, Psychology or Human Services or related field from an appropriately accredited college or university.  
  • Two (2) years of experience working with juveniles in a structured environment and six months of supervisory experience in a Youth Home, Detention facility or similar setting.

 

 

PHYSICAL DEMANDS:

 

Performs medium work that involves walking, standing, stooping, jumping, dancing, stretching, or lifting all the time and involves exerting between 20 and 50 pounds of force on a regular and recurring basis or exceptional skill, adeptness, and speed in the use of the fingers, hands or liimbs in tasks involving very close tolerances or limits of accuracy.

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

  • All applicants must be a US citizen and at least 20 years of age.
  • Employment is contingent of passing a physical examination, positive background check and negative drug test results.
  • Must possess and maintain a valid North Carolina State driver’s license with an acceptable three-year driving history.
