GENERAL DESCRIPTION:

 

The purpose of this position is to evaluate the performance of stated programs to determine their effectiveness and advise of changes if needed. The standards for the audits are laid out by the U.S. Government Accountability Office (GAO). The scope of a senior internal audit varies, but usually includes an assessment of effectiveness, efficiency, and compliance with legal requirements. Duties may vary according to the complexity and scope of the audits. 

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Plans and execute complex audit assignments to assess the effectiveness and efficiency of operations and programs.
  • Ensures through audit processes compliance with regulations and controls by examining and analyzing records, reports, operating practices, and documents.
  • Develop detailed reports on audit findings and make recommendations to improve operations.
  • Leads a team of auditors and oversees the audit process; reviews their work providing feedback and support.
  • Ensures the team’s analysis is accurate, efficient and compliant with local laws and policy, state and federal laws.
  • Provides guidance and counsel to the organization on control issues and resolution of audit findings.
  • Stays updated with changes in industry regulations, standards and practices.
  • Coordinates with external auditors when necessary.
  • Identifies areas of risk and recommends improvements.
  • Assists in the development of annual audit plans.
  • Comply with Auditing standards with regard to Continuing Education and Independence.
  • Ensures the confidentiality and security of data and information collected during the audit process
  • Research the program/department under audit to obtain all related Federal, State, or Local regulations.
  • Obtains internal process documentation and performs walkthrough.
  • Evaluates research and walkthrough to identify internal controls and to assess risk of error/fraud/inefficiencies.
  • Completes test steps to evaluate if regulations are abided by and internal procedures are followed.
  • Documents all results thoroughly.
  • Performs related work as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of generally accepted accounting/audit principles and other applicable guidelines, laws/general statues etc.
  • Strong knowledge of performance auditing principles.
  • Proven experience as a Senior Auditor or similar role.
  • Ability to accurately interpret and apply knowledge of laws, regulations, procedures, generally accepted accounting/auditing principles, technical and professional standards.
  • Ability to prepare work plans, apply sampling techniques, and to audit various complex financial systems and/or programs.
  • Ability to effectively communicate verbally and in written format.
  • Ability to identify substantive issues that require research.
  • Ability to recognize deficiencies in controls or other weaknesses.
  • Ability to work collaboratively with team members and others.
  • Excellent analytical skills and attention to detail.
  • Proficiency in MS Office and various software programs used during audits.
  • Strong communication skills, both written and verbal.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • A bachelor’s degree in accounting, finance, business administration, public administration or a related field is required.

 

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

  • Certified Internal Auditor (CIA), Certified Public Accountant (CPA), or Certified Management Accountant (CMA) is desirable.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
