GENERAL DESCRIPTION

Performs difficult professional and responsible administrative work in supervising the administrative, clerical and financial activities of a major County Department; does related work as required.

 

Work is performed under the general supervision of the Deputy Director. Supervision is exercised over subordinate administrative and clerical personnel.

 

DUTIES AND RESPONSIBILITIES

 

  • Plans, organizes and directs the accomplishment of administrative, fiscal and budgetary and clerical functions of the department including personnel and purchasing;
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.;
  • Prepares and supervises the preparation of an operational budget and supervises expenditures;
  • Develops reporting system to regularly inform Deputy Director and other supervisors of the financial and administrative status of various agency programs;
  • Initiates correspondence as necessary to accomplish objectives;
  • Effectively recommends hiring, transfer, promotion and termination of personnel within the limits of appropriate statutes, regulations and policies;
  • Develops and sets administrative quantity and quality control standards;
  • Administers payments approved by Department to vendors;
  • Provides for training of clerical personnel to achieve objectives;
  • Maintains a system of reports on financial and statistical matters and reviews other routine reports for completeness, accuracy, form and clarity;
  • Supervises clerical, accounting, files, child support enforcement and data processing functions;
  • Demonstrates, models and actively engages in the alignment and execution of the County's Strategic Plan Initiatives to ensure the objectives of the core goals are achieved to benefit Durham County employees, citizens, environment.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Performs related tasks as required.

 

KNOWLEDGES, SKILLS AND ABILITIES

 

  • Thorough knowledge of current principles and practices of bookkeeping, accounting and statistics, 
  • Thorough knowledge of statistical analysis and agency financing (SAP)and audit procedures;
  • Thorough knowledge of maintenance service methods and practices performed by General Services;
  • Ability to plan, organize and direct administrative and clerical staff;
  • Ability to plan and execute effective in-service training through Microsoft Teams and staff development programs;
  • Ability to express complex ideas effectively, orally and in writing;
  • Ability to establish and maintain effective working relationships with officials, employees, community agencies, the public and various community officials;
  • Ability to prepare and present complex technical reports.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Any combination of education and experience equivalent to graduation from an accredited four-year college or university with a bachelor’s degree in business, public administration or a related field, two years of experience in personnel, budgeting or administrative management which includes two years in a supervisory capacity.  Experience in the planning and management of a business or government program preferred. 
 

SPECIAL QUALIFICATIONS

 

NC Notary Public certification requiredThe ideal candidate must have or obtain the certification within six months of employment.
