General Description
The purpose of this job is to assist with the preparation and maintenance of complex financial records which includes controlling the banking system and managing the funds transmission system. This position works under general supevison, independently developing work menthods and sequences.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Manages daily cash by reviewing bank account balances to ensuring the financial position is within the cash flow requirements.
- Operates online banking accounts to retrieve confirmations of funds received and deductions, and to initiate wire/EFT transfers.
- Works with Accounting Technicians that analyze and reconcile the operating account to make sure deposits, credits, and debits are recorded properly.
- Participates in internal/external audits, completing all work papers in areas assigned.
- Reconciles all transfer accounts and work with the Budget department to ensure all budget amendments involving transfers and due to/due from are captured by Finance.
- Attends training and related continuing education courses for further enhancement of knowledge of accounting, cash management, debt management, and investments.
- Supervise account payables.
- Prepare Journal Vouchers
- Maintains and purchases supplies, furniture and equipment. Ensures materials are on hand and in working order. Coordinate with County IS&T about hardware and software issues.
- Manages orders, invoices for payment and employee reimbursements. Approves purchase orders and supervise procurement card records. Researches vendor discrepancies and disputes if needed.
- Performs related tasks as required.
Knowledge, Skills and Abilities:
- Thorough knowledge of Generally Accepted Accounting Principles (GAAP), practices and procedures and their application to governmental accounting.
- Thorough knowledge of Governmental Accounting Standards Board (GASB) standards for governmental accounting and the application of those GASB.
- Ability to identify substantive issues and thoroughly and accurately research and
- analyze them.
- Ability to compile, monitor, examine, and audit complex financial statements/accounts for accuracy, integrity, and conformance to accounting and program guidelines.
- Ability to draw conclusions and prepare written findings following GAAP and/or other applicable accounting guidelines.
- Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract).
- Skill in oral communication to understand verbal information (facts, instructions, and descriptions) and to express such information verbally so that others will understand.
- Skill in written communication and ability to understand written information (facts, ideas, and assertions), draw inferences, form hypotheses, and develop logical arguments, and to express such information in writing so that others will understand.
- Interpersonal skills to interact with business contacts in a businesslike, customer service-oriented manner.
- Skill in using a computer and other electronic devices to plan, schedule, communicate, work process, etc., with emphasis on word processing and spreadsheet applications.
- Professional comportment in self-organization, the ability to prioritize, and the meeting of deadlines.
Minimum Education and Experience Requirements:
Requires a bachelor’s degree in Accounting, Business Administration or Finance supplemented by two (2) years of accounting experience or related work; or an equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities. Knowledge of SAP accounting system and Social Services accounting practices preferred.
