GENERAL DESCRIPTION:

 

The Security Operations Dispatcher serves as the central coordination point for all security-related activities within the County’s Security Operations Center (SOC). This position is responsible for monitoring, assessing, and responding to security events in real time to protect County employees, facilities, and assets.

The role requires continuous situational awareness, rapid decision-making, and effective communication with internal stakeholders, emergency responders, contractors, and the public.

 

The Security Operations Center (SOC) operates 24 hours a day, 7 days a week. This position requires working assigned 8-hour shifts, which may include evenings, weekends, and holidays. Schedules are determined based on operational needs, and employees will be assigned to specific shifts to ensure continuous coverage.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Monitor security systems including CCTV, access control systems, intrusion alarms, and other surveillance technologies.
  • Receive, prioritize, and respond to security alarms, incidents, and emergency calls.
  • Dispatch appropriate personnel (security officers, emergency responders, contractors) based on incident type and severity.
  • Serve as the primary communication hub during security incidents, ensuring timely and accurate information sharing.
  • Coordinate with local law enforcement, fire, EMS, and other emergency response agencies during incidents.
  • Investigate security alerts and potential breaches using available tools and systems.
  • Document all incidents, activities, and communications in system logs and reports in accordance with established procedures.
  • De-escalate situations involving employees, visitors, or members of the public when necessary.
  • Maintain awareness of facility layouts, access points, and emergency procedures to support response efforts.
  • Support continuity of operations by assisting in emergency preparedness, drills, and response coordination.
  • Identify and report system issues, vulnerabilities, or operational concerns to supervisors.
  • Ensure compliance with County security policies, procedures, and standard operating protocols
  • Performs related work as assigned.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of security operations, emergency response protocols, and incident reporting procedures
  • Proficiency with surveillance systems (CCTV), access control, alarm monitoring, and dispatch systems
  • Understanding of County facilities, layouts, and operational environments
  • Knowledge of applicable laws, regulations, and safety standards related to security operations
  • Strong communication and interpersonal skills, including the ability to remain calm under pressure
  • Critical thinking and problem-solving skills in high-stress, time-sensitive situations
  • Ability to monitor multiple systems simultaneously while maintaining situational awareness
  • Skill in prioritizing tasks, multitasking, and making sound decisions during emergencies
  • Ability to document incidents accurately with strong attention to detail
  • Ability to coordinate with diverse stakeholders and effectively de-escalate conflicts

 

  

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • High school diploma or GED required
  • One (1) to two (2) years of experience in a call center, security operations, emergency dispatch, law enforcement, or a related field.

 

 

SPECIAL CERTIFICATIONS AND LICENSES:

 

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • The following FEMA courses must be completed within the two years of hire:
      • IS-100.C: Introduction to the Incident Command System
      • IS-200.C: Basic Incident Command System for Initial Response
      • IS-241.C: Decision Making and Problem Solving
      • IS-906: Workplace Security Awareness
  • Supplemental courses may be added to the training plan

 

PHYSICAL DEMANDS

 

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
  • Continuous exposure to a high-volume, fast-paced operations environment
  • Frequent interruptions from alarms, radio traffic, and phone communications
  • Elevated noise levels and constant monitoring of multiple systems
  • May be required to work during emergencies, severe weather events, or extended shifts
  • Prolonged periods of sitting and screen monitoring
