GENERAL DESCRIPTION:

 

The Security Operations Center (SOC) Supervisor is responsible for leading and supervising Durham County’s centralized 24/7 Security Operations Center. This role oversees real-time security monitoring, incident response, access control systems, and dispatch operations to safeguard County personnel, assets, and facilities. The SOC Supervisor plays a critical role in coordinating with internal departments, law enforcement, emergency services, and contracted security providers to ensure continuity of operations and regulatory compliance. 

This position will report directly to the Security Manager and works under limited supervision.

 

 

DUTIES AND RESPONSIBILITIES:

 

The essential functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervise, schedule, and train SOC personnel, including security dispatchers and monitoring staff; assign tasks, evaluate performance, and administer disciplinary actions as needed.
  • Lead daily operations of the County’s access control, CCTV/video surveillance, intrusion and duress alarm systems, and associated security infrastructure.
  • Serves in the absence of the Security Manager.
  • Monitor and respond to security incidents in real time; investigate breaches, document events, and coordinate with emergency responders when necessary.
  • Perform facility-based security audits to assess vulnerabilities and recommend improvements.
  • Serve as a liaison to law enforcement and emergency management partners regarding threat intelligence and emergency action protocols.
  • Develop and update standard operating procedures (SOPs), and incident response protocols.
  • Maintain accurate records of incidents, patrols, system activity, and training through internal databases and systems (e.g., WebTMA).
  • Ensures compliance with County policies, state laws, and federal regulations related to physical security and data privacy.
  • Serve as a member of the logistics team when activation of the Emergency Operations Center (EOC).
  • Maintain assigned vehicle and ensure the workspace remains secure and operational.
  • Performs related work as assigned.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of physical security operations, security technology systems (CCTV, access control, alarms), and dispatch protocols.
  • Skilled in managing radio communications, data terminal operations, and emergency dispatch software.
  • Strong analytical and decision-making skills with the ability to remain calm and effective under pressure.
  • Excellent verbal and written communication skills; ability to prepare clear and concise reports.
  • Proficiency in Microsoft Office Suite and familiarity with computerized maintenance (e.g., WebTMA) and dispatch systems.
  • Ability to work collaboratively with County departments, law enforcement, emergency services, and third-party vendors.
  • Knowledge of County geography, facilities layout, and emergency evacuation procedures.
  • Ability to lead a team, provide performance feedback, and foster a positive and professional work environment.
  • High level of integrity, professionalism, and discretion in handling sensitive information.
  • Ability to work a flexible schedule to monitor the 24/7 operational schedule.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • High school diploma or GED required.
  • Three (3) years of progressively responsible experience in security, law enforcement, or military operations.
  • At least one (1) year of supervisory or lead worker experience is preferred.

 

 

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

 

 

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

  • Must possess and maintain a valid State of North Carolina driver’s license with an acceptable driving history.

 

 

PREFERRED QUALIFICATIONS:

 

  • Associate Protection Professional (APP) certification.
