RESPONSIBILITIES:
Performs advanced professional work in developing and administering the County’s Risk Management Program which includes insurance, worker’s compensation and safety. Work is performed under the general supervision of the County Attorney.
TYPICAL TASKS:
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Examines all incoming claims and accurately measures financial liabilities.
- Reviews County contracts for insurance requirements.
- Manages the County insurance portfolio, to include the procurement of bonds and insurance policies.
- Manages Safety programs and initiatives.
- Responsible for the development, coordination, and execution of pro-active and cost-effective risk management program strategies.
- Consults with County managers, supervisors, and other employees to analyze training needs and areas for performance improvement and recommends preferred methods of achieving cost-effective solutions to hazards in the workplace.
- Addresses potential imminent hazards; monitors changes and/or makes follow-up inspections.
- Performs liaison functions with insurance companies, insurance consultants, insurance agents, claims administrators, state and federal agencies dealing with insurance and safety
- Maintain accurate and current knowledge of all Insurance policy requirements and coverage; Provide guidance and advice to County officials regarding policy requirements.
- Establishes loss reserves, which are used in reporting to departments, actuaries, and brokers.
- Provides prompt notices and updates to excess carriers in accordance with terms and conditions of insurance policies and contracts.
- Ensures that all claims are handled in accordance with the Durham County Board of Commissioners Resolution.
- Coordinates with the County Attorney’s Office on litigation, settlement strategies, and settlement authority. Assists with discovery requests. Reviews and verifies answers to interrogatories and requests for production of documents. Testifies in court as a witness when called on behalf of the County.

KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of philosophy, principles, and practice of risk management.
- Thorough knowledge of the characteristics of property casualty insurance.
- Considerable knowledge of OSHA regulations.
- Considerable knowledge of worker’s compensation regulations.
- Working knowledge of the organization and functions of County government, including government finance, budget, and personnel administration.
- Thorough knowledge of government accounting, auditing and reporting requirements.
- Thorough understanding of safety programs, risk management, accreditation/governing regulations at all levels, government and private payer reimbursement rules and policies.
- Comprehensive knowledge of applicable laws/regulations, trends, and advances in risk management
- Ability to analyze financial and accident data.
- Excellent interpersonal, analytical, critical-thinking, oral and written communication skills.
- Proficiency in Excel, Word, and PowerPoint.
- Ability to multi-task, strong attention to detail, excellent problem-solving and follow-up skills.
- Thorough knowledge of county, state, and federal policies governing the organization’s work.
- Ability to exercise significant judgment and discretion in applying, analyzing, and interpreting policies and procedures.
- Ability to establish and maintain effective working relationships.
- Ability to supervise others.
EDUCATION AND EXPERIENCE:
- Bachelor’s Degree in Risk Management, Business or Public Administration or related discipline.
- Four (4) years of safety, risk management, insurance claims/renewals, worker’s compensation and/or related experience of which includes two (2) years in Safety or Claims or an equivalent combination of education, training, and experience.
- Two (2) years of supervisory experience required.
- Master’s Degree with at least seven (7) years of relevant experience is preferred.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENTS:
- Associate in Risk Management (ARM) designation required.
- Certified as a Public Sector Manager of Environment, Safety, and Health (PS-MESH) is required or to be obtained within one year of hire.
- Certified as a Chartered Property Casualty Underwriter (CPCU) preferred.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
