SUMMARY OBJECTIVE:
The purpose of this position is to review, research and enforce collections on delinquent real estate and business personal property tax accounts.
This class works under general supervision, independently developing work methods and sequences.
ESSENTIAL SAFETY FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Research, verify and manage delinquent account caseload. Generate pre-foreclosure notices to delinquent taxpayers. Prepare, verify, and maintain mortgage style foreclosure files. Verify and review documents such as complaints, judgments, and other motions.
- Research accounts and resolves issues relating to foreclosure proceedings for attorneys, paralegals, and lienholders. Determine the marketability of the real property before the account is turned over to the attorney.
- Generates and serve bank account attachments, sheriff levy executions, wage garnishments and special collections notices on taxpayers and businesses within assigned caseload.
- Performs account follow-up steps to include checking for full and partial payments, abatements, and status changes and additional required actions.
- Prepares tax foreclosure cases for County contract attorneys: provides information and guidance to attorneys during the tax foreclosure case and sale.
- Processes incoming bankruptcy paperwork. File claims with the bankruptcy court. Release enforcements actions daily and reply as necessary.
- Meets with taxpayers to set up structure payment agreements as requested and according to office policies. Determines the taxpayers’ payment amount on a monthly basis. Determines the date of the month to monitor taxpayers’ account.
- Enters collection notes/comments, social security numbers, employer’s names, bank account information, telephone numbers and other pertinent data into the system.
- Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Communication: Ability to explain complicated financial details clearly in writing and speaking, and to conduct structured interviews.
- Time Management: Ability to manage independent casework, prioritize heavy workloads, and meet strict deadlines.
- Attention to Detail: Capacity to meticulously verify numbers, calculations, and supporting tax documents for absolute accuracy.
- Negotiation and Interpersonal Skills: Skill in dealing with uncooperative sources and resolving tax disputes professionally with taxpayers or legal representatives.
- Critical Thinking: Ability to apply logic to evaluate alternative solutions and assess complex financial scenarios.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Any combination of education and experience equivalent to graduation from a community college and considerable experience in a tax, financial or related setting.
- One (1) year of responsible experience in tax, finance, accounting or related experience or an equivalent combination of education, training, and experience.
SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:
- Requires certification from the North Carolina Tax Collectors’ Association within two (2) years of employment.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
