GENERAL DESCRIPTION:

 

The work performed includes professional work managing renewable energy and energy efficiency construction and renovation projects to Durham County’s Renewable Energy Plan through the various phases or planning, design, construction, and warranty. Work is performed under the supervision of the Supervision of the Senior Project Manager and the Sustainability Manager.

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Manages the Capital Improvements Projects (CIP) and other construction or renovation projects related to reducing energy use and increasing renewable energy production; prepares bid packages/documents; develops construction contracts, specifications and bid forms; prepares scope of work statements for design engineers and inspecting engineers.
  • Evaluates and monitors the selection process for design consultants and contractors; reviews bids and recommendations for contract awards; prepares Agenda Action Forms for BOCC approval; attends meetings to obtain approval of budget amendments.
  • Acts as liaison between County departments, developers, contractors, and the public relating to engineering and construction projects; determines nature and extent of work; coordinates petition process involving property owners as part of project approval.
  • Monitors contractors and consultants to ensure that contract terms and conditions are met; inspects construction sites for compliance with specifications and tracks change orders.
  • Reviews, justifies, and recommends change orders; reviews and approves pay requests to ensure that values are correct, and schedules are reasonable; monitors expenditures and revenues and provides information to officials.
  • Determines date of substantial completion and performs final inspection to assure project completion according to contract requirements.
  • Prepares monthly reports; performs budget analysis; administers and coordinates contracts and conducts meetings with contractors as necessary.
  • Prepares budgets, project variance reports, and progress reports and a variety of reports, correspondence, and official documents.
  • Performs related work as assigned.

 

KNOWLEDGE SKILLS AND ABILITIES:

 

  • Considerable knowledge of modern principles and practices of civil engineering and methods and techniques as applied to the construction and maintenance of public works.
  • Considerable knowledge of the methods, materials and equipment used in engineering design and construction as it relates to energy efficiency and renewable energy.
  • Working knowledge of applicable local, state, and federal ordinances and regulations and environmental mandates.
  • Working knowledge of computers and software programs for job costing, drafting, spreadsheets, word processing, scheduling, and estimating.
  • Ability to prepare designs, bid documents, specifications, work schedules, plans, maps, and reports.
  • Ability to conduct engineering research work and write technical reports.
  • Ability to apply engineering principles.
  • Ability to express ideas effectively orally and in writing.
  • Ability to organize work and work independently.
  • Ability to maintain effective working relationships with other employees, contractors, architects, and the general public.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Requires a Bachelor’s degree in Architecture, Engineering, Construction Management, or related field from an appropriately accredited college or university and two years of project management experience in utility, construction engineering, construction management, or renewable energy; or an equivalent combination of education and experience.

 

PREFERRED: 

 

Professional Engineer (PE)

Energy certification

Renewable Energy certification

Energy Management Degree

Leadership in Energy and Environmental Design (LEED) Certification

 

SPECIAL REQUIREMENT:

 

Possession of a valid North Carolina driver’s license is required.
