GENERAL DESCRIPTION:
The purpose of this position is to provide technical work associated with real property valuation and technical work of the listing and appraising of commercial/industrial/special use properties for assessment purposes.
This class works under general supervision, independently developing work methods and sequences.
ESSENTIAL FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
- Assists in implementing general reappraisal tables, models, and schedule of values.
- Audits and corrects property record cards as it relates to commercial improvements and commercial land.
- Takes measurements of buildings, collects data relative to number of rooms, types of construction, age andother conditions affecting values, makes calculations and applies such data to appraisals of specific buildings.
- Reviews work orders, building permits, listing forms, and meets with owners, realtors, builders and developersfor new construction.
- Consults deeds, tax and other maps, zoning ordinance and other documentation and resources to resolvediscrepancies.
- Performs field inspections of all real property, measuring the exterior, observing the interior, observingdepreciation, and establishing grade.
- Collects conditional data relative to land calculations and applies such data in the appraisal of land parcels.
- Must be able to defend value before the Board of Equalization and Review and the North Carolina Property TaxCommission.
- Must perform CAMA data entry as it relates to appraisal field work.
- Verifies field data by determining exterior measurements utilizing measuring tools, or geographic information systems software, apply proper Computer Assisted Mass Appraisal codes.
- Collects data relative to land calculations and applies such data in appraising parcels of land.
- Interview people familiar with property, search public record of sales, leases, assessments and other transactions to determine proper value.
- Determine base land rates for property classification from qualifying sales and adjusts for location and size.
- Interprets sales ratio analysis within commercial neighborhood groups to determine necessity for modifying market factors and/or model adjustments.
- Performs related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Considerable knowledge of the principles and practices of real estate appraising for assessment purposes
- Considerable knowledge of building construction
- Working knowledge of the State laws relating to real property assessing
- Ability to read and understand building construction plans and specifications
- Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values
- Ability to train other personnel
- Ability to write clear and concise reports
- Ability to deal effectively with the public and other employees
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Associate Degree in Accounting, Finance or related discipline.
- Two (2) years of property appraisal, real estate valuation or related experience or an equivalent combination of education, training, and experience.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Unavoidable hazards refer to job conditions that may lead to injury or health hazards even though precautions have been taken.

SPECIAL CERTIFICATIONS AND LICENSES:
- Certification as a Real Property Appraiser and Personal Property Appraiser from the North Carolina Department of Revenue must be attained within 2 years of employment.
- Must possess and maintain a valid state driver’s license with an acceptable driving history.
