GENERAL DESCRIPTION:

 

Performs responsible technical and professional work reviewing and supervising contracts and services managed by the General Services department; provides inspection and review to ensure buildings, grounds and contracted services are maintained at quality levels and to ensure a customer service focus.

Work is performed under the general supervision of the Director of General Services.

  

 

DUTIES AND RESPONSIBILITIES:

 

The essential functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

    • Works with Purchasing and Legal staff to ensure development and implementation of contracts and contractual performance measures in areas to which assigned; participates in the development of contracts and service agreements;
    • Performs field inspections of county buildings and properties to ensure compliance with maintenance standards; inspects and reviews work on building and grounds projects to monitor compliance with contract requirements;
    • Implements and oversees implementation of janitorial, building maintenance and related construction contracts as assigned by the Director; verifies contractual obligations are met by the contractors (or sub-contractors); evaluates performance and implements recommendations to improve performance;
    • Initiates work orders or activates orders already in the system to address service problems and insure building maintenance needs are corrected in a timely manner;
    • Identifies and responds to service requests and complaints; follows up to ensure department standards are met; recommends actions to maintain and improve customer service standards;
    • Determines fiscal contract requirements and prepares budget recommendations for the Director;
    • Advises and assists in implementation of contracts to ensure the financial and legal terms are met; assesses and evaluates the timeliness and completion of contract provisions; assists the contractor with input from various county agencies during the performance of the contract;
    • Prepares regular written report to the General Services Director on the status of repairs, work, coordination of efforts, and other information regarding the reviews;
    • Designs and implements a schedule and process, including recommending forms and procedures necessary to maintain quality and customer satisfaction of General Services’ maintenance and repair delivery;
    • Works closely with the Fire Marshal’s Office and other relevant agencies to coordinate and conduct annual inspections, ensuring compliance with applicable safety regulations and requirements;. 
    • Establishes and maintains a filing and tracking system for all contracts; prepares and maintains log of meetings, observations, contractor work force levels and other pertinent site occurrences encountered in daily reviews;
    • Performs related work as required.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Thorough knowledge of departmental programs and contract requirements;
  • Knowledge of project and facilities management techniques and methods;
  • Working knowledge of building service and maintenance contracts;
  • Skill in organizing resources and establishing priorities;
  • Skill in developing quality improvement plans, auditing existing programs and evaluating results;
  • Skill in computer use and data base management;
  • Ability to read and interpret contracts and plan specifications;
  • Ability to develop and evaluate using measurable standards,
  • Analyze problems, identify alternative solutions and recommend actions;
  • Ability to detect errors in construction and renovation projects;
  • Ability to set, monitor and evaluate standards for quality and measure how service needs of departments and individual clients are met;
  • Ability to manage time, prioritize work and use problem-solving approaches;
  • Ability to prepare and maintain accurate records and reports;
  • Ability to operate computer equipment, maintain accurate records and files and prepare and compile reports;
  • Ability to express ideas effectively both orally and in writing;
  • Ability to organize work and work independently;
  • Ability to prepare technical reports, studies, analyses and recommendations;
  • Ability to establish and maintain professional and collaborative working relationships with County staff, other agencies, services providers and the public.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

    • Any combination of education and experience equivalent to an associates’ degree in business administration or a related field and two years experience overseeing facilities’ contracts or related experience that provides the necessary knowledge skills and abilities to perform the job successfully; strong organization and communication skills and certification in building management or property management desired; Bachelor’s degree preferred.

 

 

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

    • Must possess and maintain a valid North Carolina driver’s license

 

 

SPECIAL QUALIFICATIONS:

 

    • Ability to climb ladders and work in confined spaces as necessary to complete regular inspection rounds of county facilities

 

 

PREFERRED QUALIFICATIONS:

 

    • Certified Property Manager (CPM) Preferred
    • Bachelor's Degree preferred
