GENERAL DESCRIPTION:

 

The purpose of this job is to perform responsible technical and professional work reviewing and supervising contracts and services managed by the General Services department; provides inspection and review to ensure buildings, grounds and contracted services are maintained at quality levels and to ensure a customer service focus.

Work is performed under the general supervision of the Deputy Director of General Services.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Prepares, documents and reviews Request for Proposals;
  • Request for Qualifications, Bid Specifications, Invitation for Bid to ensure buildings, grounds, security and contracted services are accurate, concise and appropriate for the requested service;
  • Participates in the development of contracts and service agreements;
  • Responsible for contract compliance of county services contracts (i.e. janitorial services, elevators, building intrusive alarm systems, storm water run-off agreements, sprinkler systems and window cleaning);
  • Completes facility safety inspections and general building and grounds quality control inspections;
  • Creates and implements inspection schedule and process; determines fiscal contract requirements and prepares budget recommendations for Director; establishes and maintains contracts filing and tracking system;
  • Conducts research and analysis on building systems at the direction of the Deputy Director of Administration
  • Performs related work as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Thorough knowledge of departmental programs and contract requirements;
  • Knowledge of project and facilities management techniques and methods;
  • Working knowledge of building service and maintenance contracts;
  • Skill in organizing resources and establishing priorities;
  • Skill in developing quality improvement plans, auditing existing programs and evaluating results;
  • Skill in computer use and data base management;
  • Ability to read and interpret contracts and plan specifications;
  • Ability to develop and evaluate using measurable standards, analyze problems, identify alternative solutions and recommend actions;
  • Ability to detect errors in construction and renovation projects;
  • Ability to set, monitor and evaluate standards for quality and measure how service needs of departments and individual clients are met;
  • Ability to manage time, prioritize work and use problem-solving approaches;
  • Ability to prepare and maintain accurate records and reports;
  • Ability to operate computer equipment, maintain accurate records and files and prepare and compile reports;
  • Ability to express ideas effectively both orally and in writing;
  • Ability to organize work and work independently;
  • Ability to prepare technical reports, studies, analyses and recommendations;
  • Ability to establish and maintain professional and collaborative working relationships with County staff, other agencies, services providers and the public.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Any combination of education and experience equivalent to an associates’ degree in business administration or a related field and two years experience overseeing facilities’ contracts or related experience that provides the necessary knowledge skills and abilities to perform the job successfully; strong organization and communication skills and certification in building management or property management desired; Bachelor’s degree preferred.

 

 

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

• Must possess and maintain a valid state class-appropriate driver’s license.

 

 

SPECIAL QUALIFICATIONS:

 

  • Ability to climb ladders and work in confined spaces as necessary to complete regular inspection rounds of county facilities.
