Responsible technical and professional work reviewing and supervising contracts and services managed by the General Services department and provides inspection and review to ensure buildings, grounds and contracted services are maintained at quality levels and to ensure a customer service focus.  Work is performed under the general supervision of the Deputy Director of General Services.  Works with Purchasing and Legal staff to ensure development and implementation of contracts and contractual performance measures in areas to which assigned; participates in the development of contracts and service agreements.  Performs field inspections of county buildings and properties to ensure compliance with maintenance standards. Inspects and reviews work on building and grounds projects to monitor compliance with contract requirements; standards. Inspects and reviews work on building and grounds projects to monitor compliance with contract requirements.  Implements and oversees implementation of janitorial, building maintenance and related construction contracts as assigned by the Deputy Director.  Verifies contractual obligations are met by the contractors (or sub-contractors).  Evaluates performance and implements recommendations to improve performance. Initiates work orders or activates orders already in the system to address service problems and insure building maintenance needs are corrected in a timely manner.  Identifies and responds to service requests and complaints and follows up to ensure department standards are met.  Recommends actions to maintain and improve customer service standards.  Determines fiscal contract requirements and prepares budget recommendations for the Deputy Director.  Advises and assists in implementation of contracts to ensure the financial and legal terms are met. Assesses and evaluates the timeliness and completion of contract provisions.  Assists the contractor with input from various County agencies during the performance of the contract. Prepares regular written reports on the status of repairs.  Designs and implements a schedule and process, including recommending forms and procedures necessary to maintain quality and customer satisfaction of General Services’ maintenance and repair delivery.  Completes annual inspections of fire alarm system, sprinkler system and other inspections.  Works with the Fire Marshal’s office and others to conduct annual inspections.  Establishes and maintains a filing and tracking system for all contracts.  Prepares and maintains log of meetings, observations, contractor work force levels and other pertinent site occurrences encountered in daily reviews.  Administrator for work order system, TMA. Addresses service issues, maintains records and ensures system stays up to date. Flexible schedule is available after successful completion of Probationary period.  Performs other duties as assigned.

Any combination of education and experience equivalent to an associates’ degree in business administration or a related field and two years experience overseeing facilities’ contracts or related experience that provides the necessary knowledge skills and abilities to perform the job successfully; strong organization and communication skills and certification in building management or property management desired; Bachelor’s degree preferred.




Valid North Carolina Driver’s license; ability to climb ladders and work in confined spaces as necessary to complete regular inspection rounds of county facilities.
