General Description:

The purpose of this job is to facilitate the procurement of goods and services required by the agencies/departments while ensuring compliance with the appropriate federal and state laws and regulations, local ordinances and County policies and procedures. 

This position works under close to general supervision according to set procedures but determines how or when to complete tasks.

Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

• Reviews and approves departments purchase requisitions. Create purchase order for departments, scan and forward purchase order to requesting departments.

• Prepares and completes bid document and forwards document to prospective bidders, prepares addenda and forward to prospective bidders in the e-Bid system. Prepares bid tabulations.

• Prepares and post legal notices of advertisement to the local and minority newspaper for bid advertising. Processes invoices payments using the procurement card for legal notices. • Processes and reconciles department's procurement card account monthly.

• Creates and maintains vendors information provided by departments to include address, phone number, email address, banking information and other changes.

• Maintains supplier database in e-Bid system by reviewing and approving or rejecting supplier.

• Organizes and conducts pre-bid/proposal conferences and site-visits.

• Performs related work as assigned.

Minimum Education and Experience Requirements:

Requires High School graduation or GED equivalent supplemented by two (2) years of responsible procurement experience; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

Physical Demands:

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
