GENERAL DESCRIPTION:

 

Performs difficult professional work in delivering results that align to the strategic vision of the organization. Identifies opportunities for continuous improvement and ensures that relevant standards, processes, and regulations are upheld. This position is responsible for the direction and performance of Public Health administrative staff within the three subdivisions of the (1) Medical Claims/Billing Unit, (2) Patient Registration and (3) Spanish Interpreter Unit.

 

This position works under general supervision, independently developing work methods and sequences.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working

in this position. Management may assign additional functions related to the type of work

of the position as necessary.

 

  • Manages healthcare related business operations to achieve department goals.
  • Supervises staff within assigned sub-divisions.
  • Oversees the Presumptive Medicaid process flow to ensure efficiency and accuracy.
  • Provides strategic leadership and direction to unit supervisors.
  • Prepares, coordinates and review reports, presentations and projects related to medical billing, patient process flow/registration as needed.
  • Audits subdivision programs and staff performance for efficiency in medical claims billing and patient inflow/outflow quality assurance.
  • Leads staff in the development of healthcare processes and regulatory practices designed to provide excellent customer service.
  • Works collaboratively with the Public Health division directors and supervisors to ensure efficient support of departmental programs and clinic operations.
  • Implements procedures and systems to reduce disparities in provided healthcare services.
  • Identifies areas for improvements and concerns and accordingly develop action plans.
  • Evaluates division performance, recommends new strategies for improvements, and provides corrective measures.
  • Conducts meetings with various sub-units of the clinic staff and prepares a variety of information, statistics, correspondence, sensitive or legal documents, reports, and notices.
  • Recommends, implements, and utilizes technology to improve healthcare related business operations.
  • Documents and improves workflow processes within each area of responsibility.

 

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Extensive knowledge of healthcare management and administrative techniques.
  • Extensive knowledge with medical claims billing and patient registration.
  • Effective English and Spanish communication techniques, both verbal and in writing.
  • Excellent analytical, organizational, problem-solving and leadership skills.
  • Ability to prioritize workload to ensure deadlines are met.
  • Excellent interpersonal skills, including interaction with all levels of employees and the public.
  • Ability to adapt to a complex and changing work environment.
  • Effective interactive skills and the ability to understand and contribute to the process of creating effective policies and procedures.
  • Working knowledge of the electronic medical record software (EPIC) and the ability to provide the necessary training and guidance.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Requires a master’s degree in public health, health administration, health science, or public administration and five years of management experience in public health or healthcare setting; or graduation from a four-year college or university with a major in health services administration and two years’ experience in public health services administration or a related field; or graduation from a four-year college or university and three years of experience in public health services administration; or an equivalent combination of training and experience.

 

 

PREFERRED QUALIFICATIONS:

 

  • Proficiency in English and Spanish strongly preferred.
  • Certified Professional Biller (CPB) preferred.
  • Project Management experience preferred.

 

 

PHYSICAL DEMANDS:

 

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
