GENERAL DESCRIPTION:

The purpose of this position is to perform advanced professional and technical work in managing and coordinating County building systems, with an emphasis on large-scale HVAC, security, and building service contracts. The Project Facilitator II oversees complex projects from planning through completion, ensuring compliance with applicable codes, budgetary constraints, and County standards.
This class works under limited supervision, independently developing work methods, project schedules, and technical recommendations.

 

DUTIES AND RESPONSIBILITIES:

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Oversees major HVAC and security systems contracts, ensuring performance compliance, adherence to service standards, and timely resolution of issues.
  • Leads the development, review, and execution of Requests for Proposals (RFPs) for HVAC and security projects; evaluates bids, conducts vendor selection analyses, and prepares recommendations for award.
  • Conducts site inspections and contract performance reviews; ensures compliance with project scope, specifications, and safety regulations.
  • Works with contractors and consultants to clarify project requirements, negotiate changes, and control costs throughout project life cycles.
  • Reviews proposals and prepares cost estimates for building services, ensuring fiscal accountability and compliance with procurement standards.
  • Analyzes and verifies pay applications for Capital Improvement Program (CIP) projects, ensuring accuracy and alignment with contractual milestones.
  • Coordinates inspections and documentation related to National Fire Protection Association (NFPA), ADA, and local/state building codes; ensures all permits and testing requirements are met.
  • Serves as a liaison across General Services divisions to support project continuity, emergency preparedness, and facility logistics.
  • Addresses service requests, maintenance issues, and security concerns; provides technical guidance and recommendations for corrective action.
  • Performs related work as assigned.

  

KNOWLEDGE, SKILLS, AND ABILITIES: 

  • Comprehensive knowledge of building systems and maintenance practices, including HVAC, electrical, plumbing, and security systems, and access control.
  • Thorough understanding of construction standards, building codes, and safety regulations, including National Fire Protection Association (NFPA), ADA, and local/state compliance requirements.
  • Strong knowledge of contract management and procurement processes, including RFP/RFQ development, bid evaluation, vendor selection, and contract performance monitoring
  • Ability to prepare and analyze cost estimates, bid specifications, and scopes of work for HVAC, security, and general building service projects.
  • Skill in negotiating and managing contractor and vendor relationships, ensuring compliance with project timelines, budget, and quality standards.
  • Proficiency in interpreting and applying engineering drawings, blueprints, and technical manuals to guide project implementation and verify work quality.
  • Knowledge of preventive maintenance programs and project management principles, including scheduling, budgeting, and documentation.
  • Ability to review and validate pay applications and project invoices, ensuring financial accuracy and adherence to contractual milestones.
  • Strong analytical and problem-solving skills, with the ability to assess facility needs, identify corrective actions, and recommend operational improvements.
  • Effective communication and interpersonal skills, with the ability to prepare clear reports and maintain productive relationships with contractors, County departments, and other stakeholders.
  • Ability to work independently and exercise sound judgment in coordinating multiple complex projects and priorities.
  • Proficiency with project tracking and facility management systems, and standard office software (e.g., Microsoft Office Suite), with a commitment to safety and regulatory compliance in all operations.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS: 

  • Associate’s degree in Construction Management, Engineering, Architecture, Facility Management, or a related field required.
  • Five (5) years of progressively responsible experience in facilities management, construction project coordination, or contract administration, including direct oversight of HVAC and/or security system projects.
  • Experience with RFP development, bid analysis, and vendor contract management in a governmental or large institutional setting strongly preferred.
  • Equivalent combination of education and experience may be considered if it provides the necessary knowledge, skills, and abilities to perform the essential duties of the position.
  • Industry certifications such as HVAC Technician License, Certified Facility Manager (CFM), or related credentials preferred but not required.

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs medium work that involves walking, standing, stooping, lifting, digging, pushing and raising objects and involves exerting between 20 and 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
