GENERAL DESCRIPTION:

 

The purpose of this position is to assist in the management of County building by facilitating construction projects, preventative maintenance, service contracts and providing advanced administrative support. This class works under general supervision, independently developing work methods and sequences.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Obtains contractor’s bids, proposals and estimates on projects; organizes and supervises on-going and start-up projects; assures necessary permits have been obtained and work is completed within local and state regulations.
  • Monitors contracts for maintenance, repair, cleaning and services of building systems (i.e- HVAC, Electrical, Plumbing, Builidng Components); observes and checks work on building projects to assure work complies with contract requirements; responds to requests and/or complaints from occupants regarding on-site contractors. 
  • Performs quality control inspections of county facilities to observe repair, cleaning and safety needs, ADA compliance and the implementation of required contract specifications.
  • Obtains quotes on the county's fire alarm, sprinkler, and other life safety systems to have them tested and inspected each year in accordance with NFPA guidance.
  • Coordinates efforts and schedules with other agencies and departments as necessary; meets with contractors; attends meetings with departments and contractors.
  • Prepares work orders to schedule repairs as needs are identified during inspections.
  • Conducts life safety inspections.
  • Performs related work as assigned.

 

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Knowledge of methods, materials, tools, and equipment used in the repair and maintenance of buildings and in particular life safety systems.
  • Knowledge of the occupational hazards and safety precautions of the work.
  • Ability to prepare estimates and materials lists for maintenance work.
  • Knowledge of diagnosis and repair of heating, ventilation, and air conditioning systems.
  • Ability to read blueprints, technical and operational manuals.
  • Ability to read, understand and carry out detailed oral and written instructions and maintain records.
  • Ability to plan, supervise and maintain effective relationships with contractors.
  • Ability to express ideas effectively orally and in writing.
  • Ability to organize work and work independently.
  • Skilled in the operation of various tools and equipment used in the trade.
  • Ability to establish and maintain effective working relationships with other department officials and employees.

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • Associate’s Degree in construction, engineering or related discipline.
  • Two (2) years of experience in project management, building management, building maintenance, mechanical, mechanical and/or electrical equipment or related experience or an equivalent combination of education, training, and experience.

 

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

  • Involves routine and frequent exposure to:
    • Bright/dim light; Dusts and pollen.
    • Extreme heat and/or cold; Wet or humid conditions.
    • Extreme noise levels, Animals/wildlife.
    • Vibration; Fumes and/or noxious odors.
    • Traffic; Moving machinery.

 

 

SPECIAL CERTIFICATIONS AND LICENSES REQUIREMENTS:

 

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

May be required to work nights, weekends, holidays, and emergencies (man-made or natural) to meet the business needs of Durham County.
