GENERAL DESCRIPTION:

 

Performs responsible technical work in the preparation of bid/proposal packages for solicitation of formal and informal competitive bids to procure a variety of governmental supplies, materials, equipment, services and construction and repair work.  Processes user departments SAP ERP on-line purchase requisitions for creation of Purchase Orders for the procurement of goods,  Maintains the vendor master database.  Assists in the administration of the Purchasing Card Program.  Position reports to the Assistant Procurement Manager. 

 

DUTIES AND RESPONSIBILITIES:

 

  • Prepares formal bid packages for solicitation of sealed competitive bids
  • Secures informal bid quotes by informal bid process, email, telephone or facsimile from qualified vendors
  • Utilizes the County's electronic eBid System for issuing and managing bid solicitations
  • Monitors the eBid System for approval of registered suppliers
  • Receives and opens bids and prepares bid tabulations
  • Reviews the SAP ERP on-line purchase requisitions to ensure compliance with Durham County purchasing and budgetary policies, state and federal laws
  • Verifies proper use of account codes, vendor numbers, ship to locations, quotes and other purchasing documentation as required
  • Creates Purchase Order encumbrances for requisitioned goods
  • Monitors completion of approved Purchase Orders and distributes to appropriate department personnel and maintains copies for Purchasing files
  • Maintains the vendor master database for creation of new, modifications, and cleanup of vendor master files in the SAP ERP system
  • Assigns vendor numbers and maintains vendor files
  • Keeps bidders' lists up to date on certain commodities and develops possible new supply sources
  • Assists with handling requests for supplies and inventory control of supply stock for the Finance Department
  • Assists with administering the Purchasing Card Program
  • Assists with training departmental purchasing liaisons
  • Indexes catalogs, manuals and other purchasing information for ready reference
  • Answers phones, distributes mail, and receives hand delivery of bids
  • Performs related tasks as required

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Considerable knowledge of business methods, markets and purchasing practices applicable to public procurement; considerable knowledge of laws relating to public procurement in North Carolina; ability to write clear and concise specifications; ability to assist and guide departmental liaisons through the bid process; thorough knowledge of a variety of materials, supplies, equipment and services used in public procurement; general knowledge of standard office procedures, practices and equipment; ability to establish and maintain effective working relationship with co-workers, officials, vendors and the general public; ability to express ideas clearly and concisely, orally and in writing; attention to detailed is a must.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Any combination of education and experience equivalent to a four year college degree in public or business administration from an appropriately accredited college or university supplemented by three progressive years of experience in governmental procurement.  Familiarity with SAP ERP system or other ERP procurement systems is highly desired.  Certification as a Certified Local Government Purchasing Officer (CLGPO) is highly desired.
