The employee is positioned in Administration to serve as Medical Director for the Durham County Department of Public Health. Provides medical oversight of the Health Department's clinical and laboratory functions. Under administrative direction, provides medical oversight of the County's Public Health's clinical and laboratory functions; participates in establishing County health care policy; provides clinical supervision of physician extender positions and allied health professionals; acts as liaison to local medical community. Formulates policy regarding what medical services the department will provide; ensures that clinical practices are uniform and up to date; independently or in consultation with County Counsel, interprets laws regarding medical treatment and provision of services. Advises Director of Nursing and Medical Services Program Managers in clinic planning, assessing facility and equipment needs, and coordinating patient care. Serves as the High and Medium Complexity Laboratory Director. Serves on the Department's Medical Review Group that examines clinic/medical issues, practice management, efficiency, electronic health record utilization for data collection, etc. Provides direct medical care and serves as backup provider for surge capacity.

  • Ability to plan, assign, organize, and supervise comprehensive medical services.
  • Ability to supervise and coordinate the work of professional and sub-professional personnel.
  • Skill in the treating and diagnosing of a variety of disease and injuries and in the practice of applicable specialty of medicine.
  • Skill in the supervision of communicable diseases prevention and control. Skill in the maintenance of the public health.
  • High-Complexity Laboratory Director must meet all CLIA regulations and interpretive guidelines to qualify for the role of laboratory director of high- complexity testing including § 493.1441.
  • Ability to record, organize, analyze and present data with accuracy,  thoroughness, and attention to detail.
  • Ability to analyze complex information and develop strategies, plans, and procedures to address medical policies of the department.
  • Must be able to use online data resources and use various computer database and reporting tools.
  • Ability to communicate complex medical information clearly and concisely, both orally and in writing.
  • Ability to interpret and apply Federal & State regulations, procedures, and policies into all aspects of the work.
  • Proficiency in PC operation and the use of email, Internet browsers, spreadsheets, databases, and word processing software and other web-based collaboration tools.
  • Self-motivated and disciplined.
  • Ability to work effectively in groups and collaborative environment.




Years of Experience:

  • Graduation from an accredited medical school and completion of post- graduate training
  • Three years of leadership experience increasingly responsible professional experience in public health
  • At least 5 years of experience in community and population health preferred.
  • At least 5 years of senior management experience preferred.


Type of Experience:

  • An M.D. or D.O. from an accredited university and successful completion of a residency program. 
  • Residency/fellowship training in primary care fields, emergency medicine, and/ or preventive medicine preferred. 
  • Experience and CLIA approved credentials to act as a High Complexity Lab Director.
  • Experience directing quality improvement in clinical settings, including electronic medical record implementation and expertise in HIPAA.
  • Expertise in public health and health policy as demonstrated by leadership experiences, teaching, and research.
  • Knowledge of current communicable diseases, symptoms, diagnosis, and treatment as well as epidemiology and disease surveillance systems.
  • Knowledge of medical science and its application to public health practice, principles and practice of public health administration, and the laws governing public health practice.
  • Ability to thrive in fast-paced, dynamic, and social-mission oriented setting. 
  • Strong oral and written communication skills.
  • Demonstrated professional experience in a safety net system or federally qualified health center setting.
  • Prior experience working with electronic health health records systems; EPIC experience highly desired.
  • Master' s in Public Health degree preferred.




  • Must possess active license in good standing with the North Carolina Medical Board.
  • Must possess ability to obtain unrestricted license to practice medicine in the State of North Carolina.
  • Must possess or have the ability to obtain a DEA license from the Drug Enforcement Administration to prescribe medications.
  • Must possess valid NC driver's license and a three (3) year acceptable driving history.
