GENERAL DESCRIPTION:

 

This position will assist with the administrative coordination, oversight, and evaluation of several of the County’s American Rescue Plan Act (ARPA) funded initiatives, including programs to address affordable housing, support aging in place for income-qualified seniors, expansion of services for individuals experiencing homelessness, arts and culture sector economic recovery, food insecurity, broadband expansion, and support for Durham Public Schools. This will also support the administration of the County’s ARPA Nonprofit Grant program as needed

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Participate in various projects, depending on assignment, including program evaluations, operational assessments, and policy research.
  • Manage contracts with vendors providing services, including overseeing processing of invoices and reviewing programmatic and financial reports.
  • General programmatic administrative activities during the post-award phase for ARPA-funded grants, including reviewing monthly and quarterly financial and programmatic reports, processing payments to grantees and vendors, and processing budget amendments and scope of work changes.
  • Facilitate program evaluation of ARPA-funded grants and contracts to measure and evaluate progress towards program goals and accomplishment of program objectives.
  • Completing programmatic and financial monitoring of ARPA grants as needed to ensure grantees are complying with applicable requirements and that program objective are being met.
  • Ensure corrective action is taken to address any identified deficiencies or aspects of noncompliance identified through program monitoring and/or program audits.
  • Review and approve any final reports and complete any final financial reconciliations as part of the close out process.
  • Organize and manage ARPA records to ensure efficient availability in the event of an audit.
  • Create reports or presentations for senior leadership and/or public consumption.

• Ability to prepare and present complex technical reports.

• Ability to research, analyze and evaluate proposed programs and expenditures.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • A bachelor’s degree in business, public administration, social work or closely related field
  • 3 years of experience; or an equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities.

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations
