General Description:

This position will assist with the administrative coordination, compilation, analysis, and reporting of the counties for guaranteed income program at Durham County Government. This position also supports the County’s initiatives to address poverty and increase prosperity.

Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
• Participate in various projects, depending on assignment, including program evaluations, operational assessments, and policy research.
• Measure and evaluate progress of strategic goals.
• Recommend methods for linking strategic objectives to performance targets.
• Collaborate with Social Services in the administration of the counties for guaranteed program.
• Negotiate, develop and monitor contracts designed to provide specific services to the organization, assuring delivery of services and compliance with all contract terms.
• Create reports or presentations for senior leadership.
• Collaborate with Grants Administration to develop the RFP for the third-party administrator for the counties for guaranteed income.
• Develop memorandums of understanding with partners administering aspects of the counties for guaranteed income program.
• Create a catalog of programs throughout Durham County that support residents in achieving prosperity.
• Evaluate data on the counties for guaranteed income program, provide assessment on the program, and make recommendations on future programs.

• Ability to communicate effectively both in writing and orally.
• Ability to establish effective, positive relationships with internal and external constituents.
• Ability to prepare and present complex technical reports.
• Ability to research, analyze and evaluate proposed programs and expenditures.
• Ability to work with large amounts of data.

Minimum Education and Experience Requirements:

A bachelor’s degree in business, public administration, social work or closely related field and 3 years of experience; or an equivalent combination of education, training, and experience which provides the required knowledge, skills and abilities.


Physical Demands:

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
