GENERAL DESCRIPTION OF WORK:
The purpose of this job is to performs technical work associated with updating and the continuing maintenance of the GIS cadastral data layer.
This position works under general supervision, independently developing work methods and sequences.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Processes new legal documents such as survey plats, deeds, road right-of-way dedication and abandonment, annexation ordinances, estates, and other miscellaneous documents that affect real estate in Durham County.
- Ensures parcel acreage and tabular attribute information is correctly entered into Computer Aided Mass Appraisal (CAMA) database through queries, scripting, and manual review.
- Provides customer service by assisting paralegals, lawyers, surveyors, and tax-payers in understanding parcel ownership and geometry.
- Assists with special projects such as the spatial division of commercial property for use by Appraisal Division.
- Generates GPS-enabled map products for use by real-estate appraisers.
- Reviews survey plats for statutory formatting requirements.
- Prepares map production, map design and plotting by the system.
- Prepares reference maps based on research data and revised maps.
- Performs related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
Thorough knowledge of GIS standards, procedures and programs; thorough knowledge of principles and practices associated with ESRI ARC/INFO based GIS; knowledge of surveying, mapping technology and real estate; ability to effectively plan, organize and implement projects and workflow; ability to implement and train on the ARC/VIEW public access system; ability to train staff and public in the interpretation and use of the North Carolina PIN system; ability to maintain effective working relationships with other employees.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Requires a Bachelor’s Degree in Geography, Geographical Information Systems (GIS) or a closely related field from an appropriately accredited college or university.
- Two (2) years of experience in GIS/mapping, land surveying or closely related work.
CERTIFICATION, LICENSE AND SPECIAL REQUIREMENT
Possession of a valid driver's license issued by the State of North Carolina and an acceptable driving record. The incumbent must: 1) attain the North Carolina Property Mappers Association (NCPMA) Mapper designation within one year of eligibility; 2) attain certification as a State Certified Mapper through the Department of Secretary of State, Land Records Division within one year of eligibility; 3) attain the NCPMA Senior Mapper designation within one year of eligibility; and 4) complete the University of North Carolina School of Government’s Property Tax Listing and Assessing course within one year of employment.
