GENERAL DESCRIPTION:
The purpose of this position is to direct all aspects of providing pre-hospital emergency medical care and non-emergency community paramedicine services to the residents of, and visitors to, Durham County. This class works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports
ESSENTIAL FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.
• Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
• Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
• Directs and evaluates department operational effectiveness, recommends and implements process improvements, optimizes resources while executing and overseeing the administration of the department budget, reviewing monitoring and approving expenses.
• Directs emergency and non-emergency medical services; determines proficiency level and identifies areas requiring improvement; oversees the development of training programs and standards for station, vehicle, and equipment maintenance and care; formulates and executes action plans to correct deficiencies; investigates complaints against department personnel.
• Prepares long range strategic and management plans; compiles statistical data; studies incident trends, community needs, and departmental and County administrative goals and objectives; formulates and develops work methods and practices, policies, standard operating procedures, training programs, and general orders; develops, implements, and enforces department rules and regulations.
• Establishes priorities for anticipated departmental requirements for each fiscal year; directs the preparation and submittal of annual budget information; makes budget revisions as appropriate; administers approved budget and monitors operational expenditures for fiscal compliance.
• Consults with commanding officers, supervisory personnel, other public safety agencies, and other officials to gather/ exchange information, review operations/activities, review/resolve problems, receive advice/direction, and provide recommendations
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- Bachelor’s Degree in Emergency Medical Service or related field from an appropriately accredited college or university or any equivalent combination of education, training, and experience.
- Ten (10) years of Emergency Medical Services or related experience which includes four (4) years of EMS leadership experience (shift supervisor or higher).
- Completion of National Incident Management System (NIMS) courses 100, 200, 300, 400, 700 and 800.
SPECIAL CERTIFICATIONS AND LICENSES:
North Carolina Paramedic certification.
Must possess and maintain a valid North Carolina State Driver’s License with an acceptable three -year driving history.
PREFERRED:
Bachelor’s Degree in Emergency Medical Service or related field from an appropriately accredited college or university.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement. • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 100 pounds of force on a regular and recurring basis or sustained keyboard operations.
