RESPONSIBILITIES:

 

Performs professional, administrative and technical work in planning, organizing and managing departmental compliance and business functions and other related election functional areas.

 

Work is performed under the general supervision of the Deputy Director of Elections. Supervision is exercised over assigned staff.

 

TYPICAL TASKS:

 

  • Supervises the daily work of the departmental business specialist and assigned temporary employees;
  • Oversees regular business functions, contracts, purchase requisitions, and formal and informal bidding;
  • Establishes requirements and orders departmental supplies; procures election supplies and materials within established deadlines;
  • Reviews budget documents prior to submission to the Deputy Director; verifies budget and authorizes financial actions as instructed by supervisory staff (e.g. payment of bills and temporary payroll);
  • Maintains campaign finance reports and materials; notifies candidates of required reports and assists candidates in completion; advises candidates, political parties, citizens, and the media on all aspects of campaign finance law, posts campaign finance information on departmental website;
  • Audits campaign finance reports, ensures compliance with GS 163 regarding campaign finance laws, general records management, and other campaign finance related functions;
  • Oversees all candidate filing processes; 
  • Administers and monitors departmental budget; compiles weekly reports; prepares, reviews and processes invoices and purchase orders; prepares and maintains all financial reports for the Board of Elections; prepares estimates and historical documents during budget preparation; serves as the agency point of contact for all budget and financial transactions or information;
  • Performs other administrative tasks as assigned.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

  • Extensive knowledge of Federal, State and County laws and procedures pertaining to elections and election records;
  • Through knowledge of State Election Information Management System (SEIMS) rules and procedures;
  • Thorough knowledge of office management techniques including the ability to organize work flow and coordinate activities;
  • Extensive computer skills, ability to explain election law and procedures;
  • Skill in providing public information and customer service;
  • Ability to function under pressure and meet deadlines;
  • Ability to modify and update training manuals and forms and to educate employees and temporary workers regarding changes in laws and procedures;
  • Ability to establish and maintain effective working relationships with citizens, State Board of Elections, the media, elected officials, candidates, political party officials, political action committee officials and other boards of elections;
  • Ability to communicate and articulate ideas clearly and accurately in person and in writing.

 

EDUCATION AND EXPERIENCE:


Any combination of education and experience equivalent to completion of a bachelor’s degree with a major in business administration or a related field and five years of experience that provides the required skills, knowledge and abilities. Election experience strongly preferred.
 

SPECIAL REQUIREMENTS:

 

Must complete precinct worker and chief judge training within one year of employment.  Must enroll in and pass all courses required to earn North Carolina certification as a Certified Elections Administrator within four years of employment.
