GENERAL DESCRIPTION:
The Elections Manager is primarily responsible for overseeing logistics and systems operations for the department and executing other relevant administrative tasks as assigned.
This position reports to the Deputy Director of the Board of Elections and works under regular supervision.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Oversees the Board of Elections warehouse facilities and logistical operations;
- Acquires polling places for use during election events and maintains regular contact with facility administrators in preparation for said events;
- Oversees the maintenance and preparation of voting systems, electronic poll books, and other apparatus ahead of scheduled election events;
- Provides general technology and application support to staff consistent with the Information Systems and Technology (IS&T) Department's policies;
- Responsible for ensuring the sound delivery of election supplies to polling places ahead of scheduled election events and return of the same;
- Ensuring all polling places have adequate supplies and general support to ensure quality operations;
- Maintains office and election inventory utilizing internal applications; .
- Assists the Director in the development, maintenance, and execution of the Board of Elections Continuity of Operations Plan (COOP);
- Develops and maintains standard operating procedures for the areas of responsibility;
- Supervises and executes workplans for the Election Logistics Specialist and Election Systems Specialist;
- Procures and supervises temporary employees to support areas of responsibility;
- Provides assistance to the Executive Leadership Team on special projects;
- Performs related administrative tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of the principles, practices and techniques of logistical operations with a concentration in supply chain management;
- Thorough knowledge of agency objectives, procedures and organization;
- Ability to devise detailed procedures and methodology;
- General knowledge of modern office practices, procedures and equipment;
- Extensive computer skills, ability to explain election law and procedures;
- Ability to plan, organize and direct the work of others;
- Ability to communicate ideas effectively, both orally and in writing;
- Ability to modify and update training manuals and forms and to educate employees and temporary workers regarding changes in laws and procedures;
- Ability to establish and maintain effective working relationships with officials, subordinates and other employees, and the general public;
- Ability to prepare records and reports;
- Ability to explain election law and procedures;
- Extensive knowledge of Federal, State and County laws and procedures pertaining to elections and election records;
- Through knowledge of State Election Information Management System (SEIMS) rules and procedures.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Any combination of education and experience equivalent to completion of a Bachelor’s degree with a major in English, political science, computer science, business administration or a related field and five years of experience in management, teaching, elections, military or a similar background that provides the required skills knowledge and abilities. Election experience and strong computer skills preferred.
SPECIAL REQUIREMENTS:
- Must complete precinct worker and chief judge training within one year of employment.
- Must enroll in and pass all courses required to earn North Carolina certification as a Certified Elections Administrator within four years of employment.
- Must be physically able to lift election tabulators and supplies up to forty pounds.
- Valid North Carolina Driver's License and driving record
