GENERAL DESCRIPTION

 

The purpose of this job is to perform complex protective services and responsible administrative work in managing activities of the County's fire suppression, prevention, inspection and fire safety education programs.

 

This position works independently, under limited supervision, reporting major activities through periodic meetings.

 

DUTIES AND RESPONSIBILITIES

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages the Inspection and Investigation programs of the Fire Marshal Division..
  • Conducts fire and arson investigations.
  • Conducts fire code inspections and construction inspections.
  • Coordinates the development of contracts, guidelines, procedures and standards for volunteer fire departments; serves as a liaison between volunteer fire departments and the County.
  • Provides fire prevention engineering advice to architects, contractors and engineers.
  • Develops and presents educational programs for fire prevention, fire safety and emergency preparedness; inspects public and private buildings for fire safety.
  • Prepares equipment specifications and assists with purchases.
  • Attends meetings and serves on committees, boards and agencies related to promoting fire prevention and fire safety education; reviews fire and emergency plans developed by local businesses, industries, and emergency response agencies and makes recommendations for improvements.
  • Schedules and ensures that fire inspections are conducted at all non-residential occupancies within the County for compliance with the NC Fire Code.
  • Conducts review of site plans and building construction plans for compliance with the NC Fire Code.
  • Conducts training and public information presentations for City/County employees and general population.
  • Responds to fires and participates in or coordinates the origin/cause investigations; analyzes evidence and other information to determine probable cause of fire or explosion; responds to Hazardous Materials releases; responds to natural disasters and community emergencies.
  • Directs activities at emergency scenes to include serving as incident commander and/or Liaison Officer as necessary to ensure there is a coordinated and effective response to any incident.
  • Serves as the Logistics Section Chief when the Emergency Operations Center (EOC) is activated.  Coordinates the Logistics Section and performs all Resource Management for the EOC.
  • May be delegated the responsibilities of the Emergency Services Director in his/her absence.
  • Performs related work as assigned.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Requires an Bachelor’s Degree supplemented by four (8) years of progressively responsible fire prevention experience; or equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities.

 

SPECIAL CERTIFICATIONS AND LICENSES

 

  • Must possess Fire Inspector Level III certification.
  • Must possess NCFF II certification.
  • Must possess HAZ-MAT Operations certification.
  • Must possess and maintain a valid state Driver’s License with an acceptable driving record.
