SUMMARY OBJECTIVE

 

The purpose of this position is to manage the assessment of all real property in Durham County using the Machinery Act (the General Statutes) of North Carolina and to apply the Schedule of Values to each individual property.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

 

ESSENTIAL FUNCTIONS

 

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Reviews real property values for over/under valuations.
  • Responds to tax payers email request, calls and regular mail for valuations.
  • Provides guidance for solving issues for all appraisal staff members.
  • Manages the Present Use Value Agricultural, horticultural and forestry program.
  • Serves as the clerk to the Board of Equalization and Review.
  • Performs related work as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Working knowledge of the Machinery Act to comply with local regulations
  • Ability to develop a schedule of values
  • Understanding of legal descriptions
  • Proficient use of the three approaches to value
  • Familiarity with computer assisted mass appraisal software
  • Familiarity with coordinating a reappraisal
  • Ability to communicate effectively both verbally and in writing
  • Ability to manage multiple divisions within assessment 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

  • Bachelor’s Degree in Accounting, Finance, Business or Public Administration or related field from an appropriately accredited college or university.
  • Six (6) years of real or personal property appraisal or related experience or an equivalent combination of education, training, and experience.

 

SPECIAL CERTIFICATIONS AND LICENSES:

 

  • Real Property Appraiser and Personal Property Appraiser certification from the North Carolina Department of Revenue within two years of appointment to the position.

 

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.

 

PHYSICAL DEMANDS:

 

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

 

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
