General Description:
 

The purpose of this job is to ensure compliance with Uniform Guidance (UG) of federal and state regulations and laws of awards and grants. This position performs complex processes, data analytics, reconciliation, accounting and financial reporting of federal funding sources for federal and state awards and grants.
This job is performed under general supervision, independently developing work methods and sequences.

 

Duties and Responsibilities:


The functions listed below are those that represent the majority of the time spent working in this 
position. Management may assign additional functions related to the type of work of the position as 
necessary.


•  Monitor and ensure compliance with federal and state laws as it pertains to grant funding 
management.

•  Consults and advise County leadership, management and external departments on federal and state 
awards and grant, compliance and financial reporting on these external funding sources.
•  Identify, investigate, and report compliance issues, irregularities, and violations.

•  Prepare and file compliance reports; maintain, document, and provide records of compliances 
activities.

•  Develop and provide employee training on compliance policies, publication updates, practices and 
reporting systems.
•  Assist county staff (internal and external) with questions and inquiries regarding federal and 
state awards and grants.

•  Serve as County liaison with government agencies working in conjunction with the Compliance 
Manager.

•  Serve as county liaison with government agencies; serve as point of contact for compliance to 
provide technical assistance in a timely manner.

•  Analyze financial and other data including revenues and expenditures, and employment 
reports.

•  Assist in the development of stronger and increased internal controls, solutions and other alternative practices; ensures best practices are followed for federal and state awards and grants.

• Ensure county processes are in compliance per their specific requirements for each county federal and state award and grant specification.

• Participate in providing system training for the county’s Grants Management (GM) module to county employees. Create new training materials with periodic updates.

• Prepare, provide and report compliance updates, concerns, issues, irregularities, and violations to the Compliance Manager, Deputy Chief Financial Officer and Chief Financial Officer.

 

Knowledge Skills and Abilities:


•  Considerable knowledge of the grant writing and application process; knowledge of grant funding 
sources and reporting requirements.
•  Working knowledge of the general principles of financial management and generally accepted 
accounting principles and/or grants administration practices.
•  Working knowledge of current federal, state and local government grant programs; working 
knowledge of technical and administrative rules and regulations in the subject area.
•  Ability to prepare written findings and present recommendations supported by facts and to 
prepare and analyze financial information involving existing issues pertaining to the subject area 
and to present it in oral and written form.
•  Problem-solving skills to interpret compliance and report findings to management.
•  Demonstrate awareness of broad issues and management trends and evaluate the impact of policy 
and procedure changes required for internal and external grant management.
•  Demonstrate high level of diplomacy in persuading and influencing a wide variety of people at 
various levels and locations to achieve results.
•  Exceptional project management skills to work as a team to develop new processes and procedures 
based upon changes in laws and regulations or industry practice.
•  Ability to provide appropriate documentation to support conclusions.
•  Ability to organize and format reports to comply with applicable guidelines; ability to
review and document compliance with laws and regulations; ability to implement effective
workflow processes and procedures.
•  Detail-oriented and able to efficiently organize and manage multiple responsibilities.
•  Knowledge of the federal guidelines (UG) and NC State guidelines and statutes regarding awards; 
knowledge of laws, legal codes, procedures, and other relevant regulatory standards.
•  Strong analytical and critical thinking skills. Proficiency in MS Office. Excellent verbal and 
written communication skills.

 

 

Minimum Education and Experience Requirements:


Requires a bachelor’s degree in accounting, finance, business administration, public 
administration, or a related discipline from an accredited institution, plus two years of relevant 
working experience with federal and state awards and grants; compliance; audit;
risk; internal controls and controls-focus background.

 

 

Preferred Qualifications: 

 

Grant management and/or accounting experience.
