General Description

 

The purpose of this job is to ensure compliance with policies, procedures, regulations, and statues for all county grants and awards. Provide leadership and direction to administration, programmatic and financial, for all federal, state, grants and awards. Also monitors non-profit organization that receive County or State funding that passes through the County.  Develops grant applications, budget development, monitoring financial and programmatic activities.

 

This position works independently, under the supervision of the Deputy CFO, reporting major activities through periodic meetings.

 

Duties and Responsibilities:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Establishes, communicates and enforces policies and procedures consistent with federal, state, and local government regulations.
  • Ensures compliance with regulations and controls by examining and analyzing records, reports, and documentation; recommending opportunities to strengthen the internal control structure.
  • Acts as an independent review and evaluation body to ensure that compliance issues and concerns are within the organization are being appropriately evaluated, investigated and resolved.
  • Identifies and assist with oversight of the potential areas of compliance vulnerability and risk, develops corrective action plans for resolution and problematic issues, and provide guidance to avoid future occurrences.
  • Assist to prepares and submits regulatory reporting obligations to federal and state regulatory authorities, as applicable for Federal Financial Reports monthly and Annual Audit Compliance Report.
  • Develops and delivers training for all administrative staff supporting grant external and local funding on statues, legislative, federal, and local government changes.
  • Reviews and provides grant application technical assistance for administrative and regulatory compliance.
  • Manages Grant Module System GMS), trains individuals and departments on the use of the system.  Responsible for GMS testing related to SAP support packages, upgrades, etc.
  • Reviews information received from funding agencies and distributes to appropriate administrators; keep abreast of changes in policies and regulations of granting agencies.
  • Performs related work as assigned.

 

Knowledge, Skills, and Abilities:

 

  • Working knowledge of the general principles of financial management and generally accepted accounting principles and/or business administration practices.
  • Working knowledge of current federal, state, and local government business and financial procedures.
  • Working knowledge of technical and administrative rules and regulations in the subject area.
  • Communication skills to relay industry information regarding current issues and to present findings in such situations.
  • Ability to prepare written findings and present recommendations supported by facts and to prepare and analyze financial information involving existing issues pertaining to the subject area and to present it in oral and/or written form.
  • Basic problem-solving skills to interpret compliance and report findings to management.
  • Basic project management skills to work as a team to develop new processes and procedures based upon changes in laws and regulations or industry practice.
  • Ability to provide appropriate documentation to support conclusions.
  • Ability to organize and format reports to comply with applicable guidelines.
  • Ability to review and document compliance with laws and regulations.

 

Minimum Education and Experience Requirements:

 

Requires a Bachelor’s Degree in Business Administration, Accounting, Finance or closely related field, supplemented by four (4) years of progressively responsible experience in the management of federal or state awards, grant funding, compliance audits or related experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

 

Special Certifications and Licenses:

 

Prefers candidates with CFE, CIA or CPA certification.

 

Physical Demands:

 

Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
