GENERAL DESCRIPTION:

 

Under the direction of and in coordination with the JMH Mental Health Program Manager, assist in the organization of and supervise all clinical work of the Jail Mental Health staff.  Maintain excellent professional relationships and communication with detention facility administration and staff, and with medical staff to ensure quality and continuity of care of clients.  Provide professional consultation to legal and detention staff for detainees exhibiting symptoms/traits of mental illness.  Fill in for JMH Mental Health Program Manager in her absence or when requested.  Conduct mental health and substance use disorder assessments on referred individuals to determine an appropriate level of care to effectively address their concerns.  Create a comprehensive case plan to provide an appropriate JSD JMH service to these individuals and to facilitate simultaneous community mental health care when psychotropic medication and/or MAT is warranted.  Provide support and guidance to JMH Clinicians as appropriate.

 

 

DUTIES AND RESPONSIBILITIES:

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Approve time and leave requests.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Monitors and updates record to meet program and agency requirements.
  • Manages, plans, and maintains programs financial budget for housing, trainings, supplies and orders.
  • Review referrals for appropriateness of services.
  • Provides direct individual and group counseling for the agency.
  • Attend and engage in community meetings and committees
  • Screen inmates booked into jail who are identified as possibly having mental health symptoms.
  • Provides supportive counseling, as needed.
  • Assist with the monitoring of suicidal watch inmates.
  • Participates in jail coordination meetings involving Clinical issues.
  • Responds to Kiosk requests as per assigned and directed by Jail MH supervisor.
  • Provide on-call services/support on a regular schedule.
  • Facilitate and attend psychiatry residents’ clinics.
  • Serve on the clinical coverage rotation for the Therapeutic Housing Unit.
  • Take lead role in weekly Women’s Treatment Group.
  • Provides professional consultation to court and jail staff for inmates exhibiting symptoms/traits of mental illnesses.
  • Communicates with community mental health agencies concerning inmate care in jail.
  • Participate in involuntary commitment cases, as appropriate.
  • Consult with state and other inpatient mental health facilities concerning patient history/admission
  •  Serve in place of the Mental Health Program Manager in their absence.
  • Prioritize, triage, and assign tasks to JMH staff on a daily basis.
  • Provide administrative and clinical supervision to JMH’s Substance Use Disorder Counselor and all PRN Clinical Social Worker staff.  To include, but not limited to, regular supervision, task assignment, creating schedules, conducting performance reviews, and time approval/submission.
  • Assist in training and orientation of new staff.
  • Perform other duties as assigned.

 

KNOWLEDGE, SKILLS, AND ABILITIES:

 

  • Thorough knowledge of clinical work principles, techniques and practices, and their application to complex counseling, casework, group work
  • Considerable knowledge of a wide range of behavior and psychosocial problems and their diagnosis and treatment Considerable knowledge of medical terminology, disease process and their treatment as they relate to decisions regarding clinical interventions and appropriate therapies based on medical or psychosocial diagnosis.
  • Skill in establishing rapport with a detainee and in applying techniques or assessing psychosocial, behavioral, and psychological aspects of detainees problems
  • Ability to supervise, train, or instruct lower level clinicians, students or interns in the program 
  • Ability to express ideas clearly and concisely and to plan and execute work effectively
  • Thorough knowledge of the Criminal Justice System
  • Thorough knowledge of program policies, restraints and requirements including knowledge of state and federal laws and regulations that govern mental health and substance use disorders.
  • Advance level clinical assessment skills to include screening for suicide and homicidal risk.
  • Considerable knowledge of evidence-based programs.
  • Must possess excellent verbal and written communication skills
  • Must possess strong organizational computer skills
  • Ability to establish working relationships with criminal justice agencies, medical staff and the court system staff
  • Ability to assist with development of programs and services
  • Ability to produce qualitive and quantitative reports

 

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

 

Graduation from a four-year college or university and three years of experience in clinical substance abuse, counseling and/or education; or master's degree in human service related field and two years of experience in clinical substance abuse counseling and/or education; or graduation from a four-year college or university and four years of experience in a human service field, including at least two years in clinical substance abuse counseling and/or education; or graduation from an associate or diploma school of nursing and five years of psychiatric nursing experience, including at least three years with substance abusers; or completion of a mental health associate program at a community college and five years of human service experience, including at least three years in clinical substance abuse counseling and education; or an equivalent combination of education and experience.

 

 

PREFFERED QUALIFICATIONS:

 

  • Valid licensure as LCSW or LCMHC in NC
