GENERAL DESCRIPTION:
The purpose of this job is to provide daily administrative and clinical supervision to the Mental Health Court Diversion Program and Mental Health Court Expansion Initiative in providing behavioral health services at the Criminal Justice Center. This position is responsible for addressing the cycling in and out of the justice system of individuals with Severe and Persistent Mental Illness/Severe Mental Illness (SPMI/SMI).
This position works under general supervision, independently developing work methods and sequences.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
- Approve time and leave requests.
- Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
- Provides consultation to staff/clients and co-located programs for emergency services that may require crisis intervention and/or evaluation.
- Conducts Quality and Quantity Reviews for case management and assessment services.
- Monitors and updates record to meet program and agency requirements.
- Manages, plans, and maintains programs financial budget for housing, trainings, supplies and orders.
- Review referrals for appropriateness of services.
- Collaborate with Jail Mental Health, HEART, Crisis Intervention Team Leadership and other CJRC services to coordinate services and insure appropriate follow up.
- Attend treatment team meetings with community behavioral health providers.
- Completes Comprehensive Clinical Assessments [CCA] that considers current and historical symptoms and issues, risk factors, strengths, challenges, diagnoses, appropriateness for admission into CJRC and community services/resources and treatment recommendations.
- Provides administrative and clinical supervision of Mental Health Court Diversion Program and Mental Health Court Expansion Initiative.
- Provides direct individual and group counseling for the agency.
- Attend and engage in community meetings and committees.
- Manage grant by completing spread sheet that includes data, monthly reports and assist clinical manager will budget management for the Mental Health Court Diversion Program and Mental Health Court Expansion Initiative.
- Develop monthly court docket one week in advance and send to court officials.
- Create annual Mental Health Court Diversion Program and Mental Health Court Expansion Initiative court schedule and submit to court officials.
- Serve as the Mental Health Court Coordinator.
- Facilitate MHC and MHCEI court, staffings and meetings.
- Serve as part of the CJRC Leadership Team.
- Performs related work as assigned.
KNOWLEDGE, SKILLS AND ABILITIES:
- Thorough knowledge of the policies, procedures, and goals of the substance abuse program in the specific area of responsibility;
- Considerable knowledge of: the varied mental health services and programs throughout the region; local resources and regional facilities for the prevention and treatment of addiction problems, community organization techniques, and applications to substance abuse needs and goals in the area;
- General knowledge of physiological aspects of substance abuse and referral sources for appropriate medical treatment;
- Ability to train and supervise a staff of substance abuse counselors and aides, and coordinate and evaluate staff counseling and education services;
- Consult as mental health specialist in substance abuse with professionals in the community on understanding and dealing more effectively with substance abuse;
- Develop local resources and initiate community organization and development activities relating to substance abuse.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Graduation from a four-year college or university and three years of experience in clinical substance abuse, counseling and/or education; or master's degree in human service related field and two years of experience in clinical substance abuse counseling and/or education; or graduation from a four-year college or university and four years of experience in a human service field, including at least two years in clinical substance abuse counseling and/or education; or graduation from an associate or diploma school of nursing and five years of psychiatric nursing experience, including at least three years with substance abusers; or completion of a mental health associate program at a community college and five years of human service experience, including at least three years in clinical substance abuse counseling and education; or an equivalent combination of education and experience.
PREFERRED QUALIFICATIONS:
- Valid licensure or provisional license in profession (social work, mental health counseling, substance use or psychology).
