GENERAL DESCRIPTION:
The purpose of this position is to perform complex professional work managing IT-related projects, IT training &communications, and IT organization/change management functions of the County Information Technology Department. Responsibilities will vary based on the assigned area of expertise. Work is performed under the general direction of the Chief Information Officer (CIO) or Deputy CIO. Supervision is exercised over assigned staff.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee workplans and performance appraisals.

Develop policies and provide training to ensure compliance with the IT strategic plan.

Provide regular updates to County IT senior leadership team and CIO on technology initiatives and their impact on business.

Collaborate closely with other departments, such as operations, social services, finance, and public health, to understand their technological project needs, and align technology solutions accordingly to ensure business applications are aligned with County objectives.

Seek out, evaluate, and propose enhancements, updates, and new software solutions to meet County business requirements.

Manage the IT Project Management Office (PMO) and establish and maintain a comprehensive set of PMO practices, tools, and templates for portfolio, program, and project-level management.

Establish and define cohesive change management, adoption and technology enablement strategies and plans to ensure successful implementation of technology initiatives and projects, while minimizing resistance and maximizing intended outcomes.

Define and execute internal communications strategies, bridging enterprise-wide technology functions to ensure consistency, clarity, and alignment in messaging.

Collaborate with County Public Information Office, staff from other county departments, County IT staff, and other external organizations to communicate on Departmental and enterprise-wide technology initiatives including applying for IT-related awards from organizations such as Public Technology Institute (PTI), NACo, and Center for Digital Government (Digital Counties Award). • Manage and continuously improve County IT Training and Adoption programs across the enterprise to promote awareness and effective use of critical tools, technologies, and best practices.

Manage and oversee County IT Business Relationship Management (BRM) program, working in a matrix relationship with other senior IT team members, in driving technology solutions for County departments to provide business process improvements in alignment with strategic objectives and desired outcomes.

Strong understanding and management of project management methodologies (e.g., PMI, Agile, Lean Six Sigma, etc.)

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in computer science, information systems, business administration or other related field or equivalent work experience from which comparable knowledge and job skills can be obtained.
Must have a minimum of 10 years experience in the Information Technology industry with 5 of them being in a Project Management Office (PMO) leadership role or similar customer-facing project or business relationship management role.
PREFERRED QUALIFICATIONS:

Project/Portfolio management training and certification desired (PMP/PRINCE2/Agile, SaFE certifications)

Minimum 8 years of proven experience in a leadership role within a Project Management Office, ideally in a local government or state government organization.
