GENERAL DEFINITION OF WORK:

 

The position serves as a senior executive manager within the County Manager's Office responsible for strategic and broad policy planning, management oversight and assisting the County Manager with leadership of a “Community” focus area of County government

 

Work is performed under the general supervision of the County Manager; supervision is exercised over assigned staff.

 

This posting will serve to hire three Assistant County Managers. Each Assistant County Manager will provide leadership of a specific “Community” focus area. Applicants must specify which focus area for which they desire to provide leadership—Community Prosperity, Community Safety, or Community Stewardship.  Please see a description of each focus area below.

 

Assistant County Manager for Community Prosperity

The Assistant County Manager for Community Prosperity will liaise* and/or provide leadership for the following departments:

  • Cooperative Extension
  • Library Services
  • Veteran Services
  • Register of Deeds*

 

 

Assistant County Manager for Community Safety

The Assistant County Manager for Community Safety will liaise* and/or provide leadership for the following departments:

  • Emergency Services
  • Criminal Justice Resource Center
  • Youth Home
  • Sheriff’s Office*

 

 

Assistant County Manager for Community Stewardship

The Assistant County Manager for Community Stewardship will liaise* and/or provide leadership for the following departments:

  • Economic Development
  • Engineering
  • General Services
  • Soil and Water
  • City/County Departments*

 

 

TYPICAL TASKS:

 

  • Provides administrative direction and supervision to departments to include: assigning projects and objectives; conducting performance evaluations; facilitating employee development motivation, and training; and fostering environments to create productive teams.
  • Represents the County with elected officials, other jurisdictions, citizen advisory boards, and public forums; responds to constituents regarding areas of concern.
  • Establishes policies and objectives for the County in accordance with applicable directives; plans objectives and develops organizational policies to coordinate functions and operations between departments; establishes responsibilities and procedures for attaining objectives.
  • Provides leadership and oversees the activities of major county departments within the “Community” focus area.
  • Monitors and evaluates work of divisions through quality improvement and accreditation; explores alternative structures of operations; receives/reviews various reports from new state and federal legislation, & technical data.
  • Ensures proper operation and service delivery of all major departments in assigned functional area and administration of operational and capital budgets in accordance with accepted fiscal policies and practices.
  • Partners with stakeholders to prevent and address unsafe conditions, protect life and property, respond to emergencies, and ensure accessible and fair justice.
  • Assists and works with key stakeholders on key issues within the “Community” focus area.
  • Reviews activity reports and financial statements to evaluate progress and status in attaining objectives; revises objectives and plans in accordance with current conditions.
  • Directs the formulation of budgets to provide funding for new or continuing operations.
  • Prepares and presents reports to the Board related to County activities and financial condition; and
  • Performs other related work as required.

 

KNOWLEDGE, SKILLS AND ABILITIES:

 

Comprehensive knowledge of the organization and functions of County government; thorough knowledge of the principles of modern public administration; thorough knowledge of State laws and regulations affecting County government; thorough knowledge of County planning principles and practices, thorough knowledge of legislative processes; thorough knowledge of fiscal policy and financial management; thorough knowledge of budgeting, conflict resolution and public relations principles;  ability to relate to a diverse workforce and community population; ability to analyze a variety of complex administrative issues and offer sound recommendations; ability to define objectives, assign priorities, and bring projects to completion; ability to assist in the coordination of the efforts of various departments and agencies; ability to explain County policies and procedures and determine their effectiveness; ability to plan, supervise, and evaluate the work of others; ability to gather, analyze, and evaluate information and to prepare concise and informative reports; ability to deal effectively with government officials, the public, and other employees; and advanced oral and written communication skills.

 

EDUCATION AND EXPERIENCE:

 

Master’s Degree in Public Administration, Business Administration, Finance, Engineering or related field supplemented by six (6) years of progressive experience in planning, budgeting, finance or closely related field of which includes two (2) years in a director position; or an equivalent combination of education, training and experience that provides the requisite knowledge, skills and abilities.

 

The ideal candidate will have demonstrated planning, budgeting, financial and leadership skills necessary to support the County Commissioners’ and County Manager’s shared vision for Durham County Government.
