GENERAL DESCRIPTION

 

The purpose of this job is to manage the debt, investments, banking, and capital assets for Durham County.  This position also assists external departments regarding financing of capital, banking needs and transactions and is the County’s primary liaison with financial and other institutions.  This position participates in the County’s financial annual audit and the Comprehensive Annual Financial Report (CAFR) regarding debt and investments.  This position directly supervises one position and indirectly supervises one position whose primary responsibility is capital assets.

 

This position works under administrative supervision, developing and implementing programs within organizational policies and reports major activities to executive level administrators through conferences and reports.

 

DUTIES AND RESPONSIBILITIES

 

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages the debt, investments and banking and the accounting, financial reporting and data analyses for the County’s debt, investments, and banking.
  • Assists in the planning, organizing, and managing of all aspects of the County’s debt, investments, and banking.
  • Assists in managing financial analyses, financial reporting, and the annual financial audit of the County’s debt, investments, and banking.
  • Monitors, reviews, updates, and develops accounting processes and procedures using best practices ensuring sound internal controls for debt, investments, and banking.
  • Provides guidance and training to staff (both direct and indirect).
  • Works closely with external auditors in preparation and completion of the annual financial audit for the areas of debt, investments, and banking.
  • Participates in the annual financial audit and the Comprehensive Annual Financial Report (CAFR) for the areas of debt, investments, and banking.  Prepares the schedules and notes to the financial statements for the areas of debt, investments, and banking.
  • Performs monthly bank reconciliations assigned to this position.
  • Provides quarterly reporting of debt and investments for management review.
  • Performs related work as assigned.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Requires a Bachelor’s Degree in Finance, Accounting or Business Administration or related field, supplemented by five (5) years of progressively responsible experience in accounting which includes two (2) years of supervisory experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

 

PREFERRED QUALIFICATIONS

 

 

  • Experience in governmental accounting preferred
  • Experience with SAP financial software preferred
