The purpose of this position is to support alignment of County investments; increase cross-County coordination related to adverse childhood experiences (ACEs), trauma-informed care, & resilience; support implementation of evidence-based programs; and collaborate with collaborate with external and internal partners to achieve shared goals and objectives related to ACEs. This position is responsible for supporting Durham’s Adverse Childhood Experiences (ACEs) and Resilience Taskforce (DART) efforts in driving community-wide movement around increasing resilience in Durham County. This class works independently, under limited supervision, reporting major activities through periodic meetings.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Develops and maintains community partnerships and relationships and facilitate County-community collaboration, including coordination of cross-sector coalitions and efforts to promote engagement and leadership of people most impacted related to adverse childhood experiences;
- Develops, plans, implements and evaluates efforts to promote trauma-informed practices and policies;
- Coordinates workforce development, training, and assessment of evidence-informed practice and policy in trauma-informed care for County staff and community members;
- Leads the planning, development, implementation, and evaluation of a strategic plan for Countywide work in adverse childhood experiences, ensures that people most impacted by the plan are central to its development and implementation;
- Identifies and contributes to fund development efforts to bring in external funding for strategic priorities in adverse childhood experiences, resilience, and trauma-informed care;
- Develops and disseminates communications for diverse groups (internal and external to the County) about adverse childhood experiences and resilience;
- Advises and makes recommendations to County Commissioners, County leadership, and other institutional leaders about strategic direction, policy, and resource allocation in adverse childhood experiences and trauma-informed care;
- Tracks and documents activities and outcomes for evaluation and reporting to stakeholders;
- Develop and facilitate strategic integration of efforts and cross-collaboration within Durham County and City departments;
- Establishes and monitors contracts and grants related to adverse childhood experiences;
- Plans and coordinates regular meetings of four stakeholder groups, focused on access, awareness, policy, and best practices; ensuring that work towards shared goals and defined measures of success move in a positive direction;
- Ensures awareness and understanding of ACEs and toxic stress, and related socioeconomic impacts;
- Performs related work as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Knowledge of theories, principles, and practices of Public Health Education;
- Thorough knowledge of program planning, implementation, and evaluation principles and methodologies;
- Considerable knowledge of principles for community-based adverse childhood experiences and trauma prevention and response;
- Advanced skills in bringing multiple agencies and organizations together to address critical issues;
- Strong organizational and planning skills;
- Independent worker with strong ability to prioritize;
- General knowledge of community health and human service systems; of modem educational theory and techniques of public health education; and of display techniques;
- Knowledge of coalition building and community organizing;
- Experience with local policy development and implementation;

- Ability to establish and maintain good working relationships with individuals, groups, and communities from diverse backgrounds and disciplines, including departmental personnel, community organizations, and the public;

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Graduation from a four-year college or university with a major in health education and one year of experience in public health education or a related field; graduation from a four-year college or university and two years of experience in public health education; or an equivalent combination of education and experience.
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
To further the mission of the Durham County Department of Public Health (DCoDPH) to partner with our community to advance health equity, protect the environment, and promote health and wellness for all, DCoDPH is implementing the employee vaccination and tuberculosis screening policies. All DCoDPH employees are considered healthcare personnel (HCP) working in a health care setting with the potential for exposure to patients and/or infectious materials and, therefore, are required to comply and provide documented proof of the following:
- Measles, Mumps & Rubella (MMR) vaccination/immunity
- Varicella-Zoster Virus (Chicken Pox) vaccination/immunity
- Tdap (Tetanus, Diphtheria, Pertussis)
- Tuberculosis (TB) baseline screening within the last twelve (12) months prior to employment
- Hepatitis B vaccination/immunity – only required for DCoDPH employees with potential Bloodborne Pathogen (BBP) exposures.
Identified DCoDPH HCP with potential Bloodborne Pathogen (BBP) exposure have an additional requirement for the Hepatitis B vaccination. Required vaccination, serological testing to determine immunity, and baseline tuberculosis screening are available for all Public Health employees who elect to become DCoDPH patients upon request and at no cost.
Proof of vaccination and tuberculosis screening must be provided to Human Resources within seven (7) business days prior to the date of employment.
