GENERAL DESCRIPTION

 

Performs responsible professional work planning and supervising the operation and maintenance of the Triangle Wastewater Treatment Plant, associated wastewater collection system, associated reuse water system, and potable water system.

 

Work is performed under the supervision of the Utility Superintendent.

 

DUTIES AND RESPONSIBILITIES

 

  • Recommends and assists in the implementation of goals and objectives;
  • Establishes schedules and methods for facilities and collection system, associated reuse water system, and potable water system maintenance and repair;
  • Implements policies and procedures; plans, prioritizes, assigns, supervises and reviews the work of staff involved in maintenance and repairs;
  • Evaluates maintenance and activities of assigned responsibilities;
  • Recommend improvements and modifications; prepares various reports; analyzes and interprets rules and regulations; develops and implements processes, policies, and procedures;
  • Participates in the selection of staff; provide or coordinate staff training to ensure safe and efficient performance;
  • Works with employees to correct deficiencies;
  • Implements discipline procedures;
  • Supervises collection system;
  • Schedules line cleaning and easement mowing;
  • Ensures compliance with applicable rules, regulations, contracts, processes, policies, procedures, codes and licenses;
  • Evaluates and manages current projects and determines future project needs;
  • Prepares emergency action and contingency plans;
  • Performs on-call duties;
  • Responds to emergency situations at the plant and collection system;
  • Develops and manages budgets;
  • Monitors and controls expenditures;
  • Completes contracts and purchases for repair and maintenance services;
  • Performs related duties as required.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Considerable knowledge of the operational and maintenance procedures for wastewater treatment plants and potable water system.
  • Thorough knowledge of all applicable codes and methods of installation, operation, construction, maintenance and repair of applicable equipment and tools. 
  • Working knowledge of the design of wastewater treatment systems and associated collection system.
  • Knowledge of basic education and training methods.
  • Ability to express technical information clearly and concisely.
  • Ability to organize and provide technical training.
  • Ability to establish and maintain effective working relationships.
  • Ability to prepare technical reports.
  • Ability to direct plans, supervise and manage a complex unit involving multiple job functions and projects.
  • Ability to identify (and may resolve or make recommendations for) non-standard/more complex problems with devices, and systems through inspection and maintenance, or after system/equipment installation/failure.
  • Ability to identify, evaluate and implement improved work practices and processes and performance.
  • Ability to ensure detailed operational and safety procedures are followed and compliance with regulatory agencies/standards.
  • Ability to apply applicable regulations, codes to enhance work unit processes and procedures.
  • Ability to determine appropriate protective equipment based on established standards.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Any combination of education and experience equivalent to graduation from accredited college or university with a bachelor’s degree in environmental engineering, civil engineering, environmental science or a related field and six months of experience in municipal wastewater treatment. 

 

SPECIAL REQUIREMENT

 

Must possess and maintain either a North Carolina Biological Wastewater Treatment Plant Operator Grade IV certification, a Grade III North Carolina Collection System Operator license; and must possess a valid driver’s license issued by the State of North Carolina and must have a three-year acceptable driving record.

 

 PREFERRED QUALIFICATIONS

 

  • Supervisory experience strongly preferred. 
  • Progressive wastewater treatment supervisory experience of greater than five (5) years preferred.
