GENERAL DESCRIPTION

 

The purpose of this job is to manage and coordinate County payroll work activities preparing, processing and confirming the complete, accurate and timely completion of bi-weekly payroll including the generated accounting postings to the general ledger.

 

This position works under close to general supervision according to set procedures but determines how or when to complete tasks.

DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

 

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Ensures the timely payment of payroll liabilities and the appropriate accounting treatment, month-end payroll accounting journal entries and general ledger payroll monthly reconciliations.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Manages and coordinates payroll activities to prepare, process and confirm the complete, accurate and timely completion of bi-weekly payroll runs.
  • Ensures the generated accounting postings (e.g., the payroll interface) updates to the general ledger completely and accurately.
  • Ensures all timekeeping entries and leave accruals and deductions are posted and properly reported.
  • Develops, implements, and researches operational procedures to ensure compliance with IRS and State regulations.
  • Ensures the timely reporting and payment of the payroll liabilities (e.g., employer’s and employees’ withholding taxes, retirement, miscellaneous withholdings, etc.) to appropriate agencies and the appropriate accounting postings to the general ledger.
  • Serves as primary contact for all payroll issues, including researching and resolving payroll problems, providing support to employees, external parties in answering payroll related questions, and processing manual pay adjustments and checks, and off-cycle pay requests;
  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work process, and cooperatively and jointly to provide quality seamless customer service.
  • Conducts timesheet audits and analysis of data from Cash Management regarding ACH for payroll.
  • Ensures that monthly reports are provided to external departments accurately and timely.
  • Creates and evaluates system reports.
  • Assists internal and external auditors during the audit process, provides documents, report, and other payroll related credentials upon request. Evaluate and implements procedural changes recommended by auditors;
  • Assists in the planning and coordination of the accounting system for payroll and preparation of financial reports.
  • Performs related work as assigned.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Requires a Bachelor’s Degree in Accounting, Finance, Business Administration or related field, supplemented by four (4) years of progressively responsible experience processing payroll and governmental accounting; minimum of three (3) years supervisory experience; or possession of any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities.

 

PREFERRED REQUIREMENTS

 

Experience and proficiency with SAP HR/Payroll modules preferred.
