GENERAL DESCRIPTION

 

Performs professional technical ­­­work providing Geographic Information Systems (GIS) services and support. The position will be responsible for gathering, distributing, installing, configuring and maintaining GIS software and data, as well as creating, updating, and maintaining the GIS infrastructure database for the Utilities Division of the Engineering and Environmental Services Department. 

 

Work is performed under supervision of the Senior Project Manager.

 

DUTIES AND RESPONSIBILITIES

 

  • Create, update, and maintain a GIS infrastructure database for utilities (sewer, reclaimed water, Utility Division fiber optic, and the Rougemont domestic water system).
  • Identify and implement best practices for GIS data management.
  • Utilize GIS data, applications, and tools to identify and solve problems for the Utilities Division staff.
  • Utilize GPS (Global Positioning System) to accurately locate and field verify assets and update GIS data accordingly.
  • Generate documents, reports, maps, forms, charts, spreadsheets, and other documentation for reporting purposes.
  • Coordinate with City of Durham GIS staff to ensure shared utility data is current and accurate.
  • Assist in developing hydraulic models for infrastructure planning and design projects.
  • Develop and maintain databases for tracking source documents.
  • Development of new analysis tools and mobile/web applications.
  • Respond to routine requests for information from officials, employees, and members of the staff, the general public, or other individuals.
  • Maintain data collection equipment through appropriate maintenance schedule.
  • Provide GIS Assistance to Engineering and Environmental Services Department as needed.

 

KNOWLEDGE, SKILLS AND ABILITIES

 

  • Thorough knowledge of GIS standards, procedures and programs;
  • Thorough knowledge of principles and practices associated with ESRI ARC/INFO based GIS;
  • Thorough knowledge of civil engineering, surveying, and architecture plan development and comprehension;
  • Knowledge of surveying, mapping technology and real estate;
  • Ability to effectively plan, organize and implement projects and workflow;
  • Ability to independently conduct field GIS surveys using advanced technical equipment;
  • Ability to independently develop GIS databases with highly accurate data;
  • Ability to develop and maintain effective working relationships with other employees as well as external parties;
  • Ability to communicate effectively orally and in writing, including communicating highly technical information in forms easily understood by non-technical consumers of said information.

 

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

 

Requires Bachelor’s degree in GIS, Geography, Information Systems, Computer Sciences, Engineering, Mathematics, Natural Resources, or Planning and three to four years of experience in GIS using standard project management methodologies; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

 

SPECIAL REQUIREMENTS 

 

Must possess a valid North Carolina driver’s license with a three-year acceptable driving record.

 

PREFERED QUALIFICATIONS

 

Certification as a GIS Professional (GISP), and utility locating experience is preferred but not required.
