GENERAL DESCRIPTION:
The purpose of this job is to lead and coordinate efforts to advance diversity, equity, inclusion and belonging by integrating equity principles into operations, procedures, policies, programs, projects, and services through the application of best practices, training, and development of County staff, and tracking and measurement of outcomes.
Duties may vary according to assigned office.
This job is performed under general supervision, independently developing work methods and sequences.
DUTIES AND RESPONSIBILITIES:
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
- Develop and create awareness and understanding in the use of an equity lens to develop and implement programs, policies, and practices.
- Advance race and equity goals in new and existing programs and policies by utilizing toolkits and providing data, support, and recommendations.
- Serve as a change agent within the organization and a resource to fellow County staff and officials in identifying and removing structural bias and inequities in County policies, programs, and services.
- Compile, distribute and present regular reports and measurements of race and equity work to the County’s leadership.
- Serve as a leader and coach on Diversity, Equity, Inclusion, and Belonging (DEIB) related matters for Analysts and Specialist, in the Office of Equitable Well-Being.
- Actively pursue education, networking, and learning opportunities to stay aware of new and emerging issues in the field of equity and inclusion.
- Support the emergence of Employee Resource Groups (ERGs).
- Provide ongoing training on topics related to DEIB for county employees and stakeholders.
- Manage daily departmental operations in the absence of the Director.
- Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Results-oriented, skilled in managing multiple competing timelines in a fast-paced changing environment.
- Highly competent in communicating complex concepts to diverse audiences.
- Demonstrated leadership in developing collaborative, transformative, accountable, and respectful relationships with leaders and other institutions and groups, including but not limited to communities of color, immigrant and refugee communities, and LGBTQIA+ communities.
- Experience with social justice/racial equity organizational change management.
- Theories, principles and practices of effective management and strategic planning process and techniques.
- Social, political, and environmental issues influencing equity program development and implementation.
- Effective institutional change management principles and practices.
- Effective interpersonal and group communication techniques.
- Demonstrated experience and expertise in DEIB work & supervising staff.
- Policy analysis and development techniques and methods of formulating and advocating for public policies specific to equity issues.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Requires a bachelor’s degree from an accredited college or university in social justice, sociology, education, public administration, communication, social work, public policy, public health, or a closely related field. At least five years of experience of demonstrated success in the administration of community, educational or social justice programs which focus, in part, on the elimination of structural racism. At least two of those years in a managerial, supervisory or program administration capacity.
PREFERRED QUALIFICATIONS:
- Experience in a public agency is strong preferred.
- A master’s degree or other advanced degree in a related field is highly desirable.
PHYSICAL DEMANDS:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
