GENERAL DEFINITION OF WORK:

 

Performs responsible technical work in the appraising of residential property for assessment purposes; does related work as required.

 

Work is performed under the regular supervision of the unit supervisor.

 

TYPICAL TASKS:

 

  • Makes field inspections of real property and inspects exterior of improvements and describes the property;
  • Manages assigned real property appeals;
  • Takes measurements of building, collects data relative to number of rooms, types of construction, age and other conditions affecting values, makes calculations and applies such data to appraisals of specific buildings;
  • Collects data relative to land valuations and applies such data in appraising parcels of land;
  • Interviews persons familiar with property, searches public records of sales, leases, assessments and other transactions to determine proper value;
  • Determines base land rates for property classification from qualifying sales and adjusts for location and size;
  • Consults deeds, tax and other maps, zoning ordinance and other documentation and resources to resolve discrepancies;
  • Keeps abreast of local property trends and of modem appraisal methods and techniques;
  • Assists tax staff and citizens;
  • Performs related tasks as required.

 

KNOWLEDGE SKILLS AND ABILITIES

 

  • General knowledge of the principles and practices of real estate appraising for assessment purposes
  • General knowledge of building construction
  • Working knowledge of the State laws relating to real property assessing
  • Ability to read and understand building construction plans and specifications;
  • Ability to analyze factors which tend to influence the value of property and to exercise judgment in the determination of property values
  • Ability to write clear and concise reports
  • Ability to deal effectively with the public and other employees.

 

EDUCATION AND EXPERIENCE:

 

Any combination of education and experience equivalent to an associate’s degree and one year of experience in real property appraisal.

 

SPECIAL REQUIREMENTS

 

Possession of a valid appropriate driver’s license issued by the State of North Carolina. Must obtain real property appraisal and personal property appraisal certifications from the North Carolina Department of Revenue within two years of employment and certification as a Real Property Appraiser with the North Carolina Association of Assessing Officers within three years of eligibility.

 

TRAINEE APPOINTMENT

 

Any combination of education and experience equivalent to graduation from high school and two years of experience in collecting and recording data, evaluating property, GIS, geography, accounting or related experience.
