SUMMARY OBJECTIVE:
The purpose of this position is to facilitate the procurement of goods and services required by the departments while ensuring compliance with the appropriate federal and state laws and regulations, local ordinances and County policies and procedures. This class works independently, under limited supervision, reporting major activities through periodic meetings.
ESSENTIAL FUNCTIONS:
The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

Processes formal and informal bid documents

Assists project managers in preparing specifications for bid documents.

Reviews and approves departments purchase requisitions. Create purchase orders for departments, scan and forward purchase orders to requesting departments.

Approves purchase orders less than $10,000 in the financial system.

Prepares and completes bid documents and forward document to prospective bidders, prepare addenda and forward to prospective bidders in the vendor management system. Prepare bid tabulations.

Prepares and post legal notices of advertisement to the local and minority newspaper for bid advertising. Process invoices payments using the procurement card for legal notices.

Maintains supplier database in the vendor management system by reviewing and approving or rejecting supplier.

Conducts pre-bid/proposal conferences and site-visits.

Performs related work as assigned.
KNOWLEDGE, SKILLS AND ABILITES:

Experience with large scale purchasing methods and procedures.

Understanding of procurement principles, policies, and procedures, including knowledge of federal, state, and local regulations.

Experience working with procurement bids documents and bidding process
-
Experience problem solving and critical thinking skills
-
Ability to independently compose bidding documents and correspondence.

Ability to balance and prioritize procurement requests in a high-volume environment.

Ability to research different materials, commodities, and services.
MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
- High School Graduation or GED equivalent.
- Two (2) years of procurement or related experience or an equivalent combination of education, training, and experience.
PREFERRED QUALIFICATIONS:
- Associate's degree in business administration or related field
- Local Government Purchasing Officer Certification (CLGPO) preferred
PHYSICAL DEMANDS:
Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.
- Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
